Recommendation
Approve non-financial Contract with Children's Fund, for the exchange of information regarding mutual customers and provide emergency goods and services to at-risk children, for the contract period of July 1, 2026 through June 30, 2028.

FINANCIAL IMPACT
Approval of this item does not impact Discretionary General Funding (Net County Cost) as it is non-financial in nature.

BACKGROUND INFORMATION
The Transitional Assistance Department (TAD) administers public assistance programs in San Bernardino County (County), including the California Work Opportunity and Responsibility to Kids (CalWORKs) Housing Support Program, developed to reduce homelessness among CalWORKs families by moving them into permanent housing.

Children's Fund's (CF) is a local nonprofit organization that provides emergency goods and services and ancillary benefits to County residents through community-based programs and special projects that help needy and at-risk children, youth, and their families.

Under the terms of the recommended contract, TAD will refer customers who meet eligibility requirements for the CF Emergency Needs Program. CF will accept TAD referrals and provide eligible customers with permanent housing assistance and services, such as Rapid Re-Housing and rental assistance. CF will keep TAD informed on referral status and program updates through monthly tracking reports, submitted no later than the 15th of each month.
