RECOMMENDATION(S)

Recommendation

Approve Amendment No. 1 to the following contracts to provide supportive services for older adults, increasing the combined total contract amount by $148,000, from $625,000 to an amount not to exceed $773,000, and extending the term by one year, for a total contract period of July 1, 2025 through June 30, 2027:

1.                     Bonnie Baker Senior Citizens Club, Inc., Contract No. 25-443, increasing the contract amount by $1,000, from $65,000 to an amount not to exceed $66,000.

2.                     City of Montclair, Contract No. 25-444, increasing the contract amount by $40,000, from $20,000 to a contract amount not to exceed $60,000.

3.                     Highland District Council on Aging, Inc. dba Highland Senior Center, Contract No. 25-445, increasing the contract amount by $5,000, from $55,000 to an  amount not to exceed $60,000.

4.                     Inland Caregivers Resource Center, Inc., Contract No. 25-446, increasing the contract amount by $1,000, from $250,000 to a contract amount not to exceed $251,000.

5.                     Needles Senior Citizens Club, Contract No. 25-447, increasing the contract amount by $1,000, from $30,000 to an amount not to exceed $31,000.

6.                     Reach Out Morongo Basin, Contract No. 25-448, increasing the contract amount by $40,000, from $100,000 to an amount not to exceed $140,000.

7.                     Victor Valley Community Services Council, Contract No. 25-450, increasing the contract amount by $60,000, from $105,000 to an amount not to exceed $165,000.

FINANCIAL IMPACT

Approval of this item will not result in the use of  Discretionary General Funding (Net County Cost). The total combined increase amount for these contract amendments is $148,000. Title III-B Supportive Services is 100% funded by Federal Older Americans Act Title III-B (OAA) revenue from the California Department of Aging. Adequate appropriation and revenue have been included in the Department of Aging and Adult Services’ (DAAS) 2026-27 budget. 

 

BACKGROUND INFORMATION

The OAA was designed to maintain the welfare and dignity of older adults and to meet the diverse needs of this population. As the designated Area Agency on Aging, DAAS has received funding to provide programs and opportunities, referred to as “Supportive Services,” to older adults since 1985. The supportive services programs provide a variety of services to address functional limitations, promote socialization, maintain health and independence, and promote access to and participation in the local community. Services include but are not limited to in-home services (e.g., personal care, homemaker, chore services, residential repair and day care), access to the community (assisted transportation), and activities in local senior centers.

 

The target population for these services includes older adults (60 years of age and older) with the greatest economic and/or social need, with particular attention to low-income minority adults and older adults residing in rural areas, with severe disabilities, limited English proficiency, Alzheimer's disease and related disorders with neurological and organic brain dysfunction, and at risk for institutional placement.

 

On June 18, 2025 (Item No. 4), as the result of a formal procurement, the Board of Supervisors approved Contract No. 25-443 with Bonnie Baker Senior Citizens Club, Inc., Contract No. 25-444 with City of Montclair, Contract No. 25-445 with Highland District Council on Aging, Contract No. 25-446 with Inland Caregivers Resource Center, Inc., Contract No. 25-447 with Needles Senior Citizens Club, Contract No. 25-448 with Reach Out Morongo Basin, Contract No. 25-449 with Unique Adult Day Homecare, and Contract No. 25-450 with Victor Valley Community Services Council for a combined total contract amount of $700,000, for the period of July 1, 2025 through June 30, 2026. Subsequently, the contract with Unique Adult Day Homecare was cancelled on April 30, 2026 due to non-compliance with contractual requirements, including failure to meet established program standards and contractual obligations necessary to ensure consistent service delivery. Unique Adult Day Homecare received a total of $4,575 under the contract, and the remaining funds were redistributed to the other vendors.

 

Approval of this item will allow DAAS to continue providing supportive services for one additional year. DAAS estimates that the recommended amendments will serve:

                     A minimum of 1,342 unduplicated clients

                     Provide approximately 20,350 units of service. 

 

A unit of service is one modification for residential repairs, one 1-way trip for assisted transportation, or one hour for all other services.

 

Contractor performance will continue to be measured by reviewing monthly reports and annual site visits by County staff to monitor compliance with the administrative, fiscal, and program requirements of the contract. The County may terminate the contract immediately, without cause, if funds are not available, by serving written notice to the Contractor 30 days in advance of termination.
