Approve Amendment No. 3 to Contract No. 25-255 with Snyder Langston, LLC, for the Department of Behavioral Health Comprehensive Treatment Campus located in the City of Victorville, increasing the contract amount by $60,017, from $63,785,472 to a total amount of $63,845,489, to include costs for abandoning an existing waterline due to unforeseen field conditions and expedited design services, with no change to the project completion date of March 10, 2027 (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Comprehensive Treatment Campus [Phase II] (Project) (W.B.S.E. 10.10.1685; CIP 25-057) total project budget of $63,935,182 is funded with $51,410,844 in the California Department of Health Care Services Behavioral Health Continuum Infrastructure Program (BHCIP) Round 5 grant funds, $4,832,098 in 2011 Realignment funds, and $7,692,240 in 1991 Realignment funds. The $60,017 contract increase with Snyder Langston, LLC will be funded with the existing project construction contingency budget. Adequate appropriation and revenue have been included in the Department of Behavioral Health’s (DBH) 2025-26 and 2026-27 budgets. 

 

BACKGROUND INFORMATION

On July 9, 2024 (Item No. 13), the Board of Supervisors (Board) approved the DBH Comprehensive Treatment Campus, which will expand behavioral health and substance use disorder treatment services. The Project will include 18 adult withdrawal management beds, 36 adult substance use disorder (SUD) residential treatment beds, an adult outpatient treatment facility, a 14 bed adolescent psychiatric residential treatment facility, a 16 bed adolescent SUD residential treatment facility, a youth and adolescent outpatient treatment facility, and a wellness center.

 

On September 10, 2024 (Item No. 45), the Board authorized Project and Facilities Management Department (PFMD) to utilize the design-build project delivery method, pursuant to Public Contract Code section 22160 et seq., for the Project.

 

On April 29, 2025 (Item No. 50), the Board approved the Contract with Snyder Langston, LLC (Contractor), in the not-to-exceed amount of $51,029,906, for the design and construction of the Project and delegated authority to the Director of PFMD to approve change orders up to $210,000.

On August 18, 2025, the Director of PFMD utilized his delegated authority and executed Change Order No. 1 to the Contract, increasing the total contract by $117,000, from $51,029,906 to $51,146,906. Change Order No. 1 authorized the Contractor to perform Design/Engineering Survey and Utility Assessment, including American Land Title Association and a National Society of Professional Surveyors survey as required by San Bernardino County.

 

On September 9, 2025 (Item No. 26), the Board approved the Community Care Expansion (CCE) Grant Program Funding Agreement No. 25-686 with Horne LLP, acting on behalf of the California Department of Social Services, in the amount of $10,515,038. The agreement provides funding for the Project, supporting the development of recovery residence infrastructure on the Victorville campus.

 

On November 4, 2025 (Item No. 28), the Board approved Amendment No. 1 to the Contract with Snyder Langston, LLC, increasing the contract by $12,638,566, from $51,146,906 to $63,785,472. The increase in the construction amount reflected additional scope that was originally intended to be included as part of the Project; however, it could not be incorporated until the County received the CCE Grant funding. Additionally, Amendment No. 1 revised certain terms and conditions of the original construction contract to ensure compliance with the CCE Grant requirements.

 

On March 24, 2026 (Item No. 32), the Board approved Amendment No. 2 which revised the construction contract with Snyder Langston, LLC to change all references to Horne LLP to BDO Government Services, LLC. It also incorporated a revised CCE Program Funding Agreement that was submitted to DBH.

 

Amendment No. 3 increases Contract No. 25-255 in the amount of $60,017, increasing the contract from $63,785,472 to a total of $63,845,489. It includes costs for abandoning an existing waterline due to unforeseen field conditions, which impacted grading operations and required slurry backfill. Additionally, this amendment includes County-directed expedited design services consisting of enhanced site plans, renderings, and an aerial exhibit necessary to support timely coordination and submittal to the City of Victorville.

 

Public Contract Code section 20136 requires amendments to construction contracts to have a four-fifths vote approval by the Board.
