Recommendation

Approve Amendment No. 4 to Contract No. 22-88 with Family Assistance Program, for County use only temporary shelter services for high-risk youth, increasing the total contract by $1,129,164, from $8,936,904 to $10,066,068, and extending the contract term by six months, for a total contract period of February 9, 2022 through February 28, 2027.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Amendment No. 4 (Amendment) to Contract No. 22-88 (Contract), which increases the total contract amount to $10,066,068 for temporary shelter services, will be funded by a combination of 50% Realignment ($5,033,034) and 50% Wraparound Reinvestment funding ($5,033,034). Adequate appropriation and revenue have been included in the Human Services Administrative Claim 2026-27 budget.

 

BACKGROUND INFORMATION

Children and Family Services (CFS) has many high-risk youth awaiting placement in a resource family home, a foster family agency certified home, or a Short-Term Residential Therapeutic Program. These youth may have high behavioral needs, such as verbal and physical aggression, history of running away, substance abuse, violent behaviors toward other children and caregivers, special health care needs, autism, destruction of property, and self-harm. There are limited number of shelter beds for these high-risk youth.

 

Family Assistance Program (FAP) operates a licensed temporary shelter facility (facility) that assists CFS in meeting the emergent need to provide temporary shelter for youth ages 11 through 17. The facility is staffed by trained personnel who deliver essential services to this high-needs population. Services include, but are not limited to, meals, telephone access, personal hygiene supplies and clothing as needed, medication assistance in accordance with Community Care Licensing regulations, recreational and youth enrichment activities, and supervised visitation, as needed.

 

On February 8, 2022 (Item No. 25), the Board of Supervisors (Board) approved Contract No. 22-88 with FAP, for County Use Only Temporary Shelter services, for 12 shelter beds, in an amount not to exceed $2,074,440, for the period of February 9, 2022 through February 29, 2024. The Contract has a no reject/no eject policy, where all youth must be accepted and cannot be expelled, to address the need for shelter services for high-risk youth.

 

On August 22, 2023 (Item No. 23), the Board approved Amendment No. 1 to the Contract with FAP, increasing the contract amount by $2,345,808, for a total contract amount of $4,420,248, adding six additional beds for a total of 18 beds, and extending the contract for an additional six months through August 31, 2024.

 

On August 20, 2024 (Item No. 33), the Board approved Amendment No. 2 to the Contract with FAP, increasing the contract amount by $2,258,328, for a total contract amount of $6,678,576, and extending the contract for one year through August 31, 2025.

 

On September 23, 2025 (Item No. 40), the Board approved Amendment No. 3 to the Contract with FAP, increasing the contract amount by $2,258,328, for a total contract amount of $8,936,904, and extending the Contract for one year through August 31, 2026.

 

CFS recommends the approval of this Amendment with FAP so that they can continue providing County high-risk youth with temporary shelter in a licensed facility that utilizes staff trained in serving these clients while they await placement.

 

During the current contract term, FAP provided temporary shelter services to:

                     708 CFS youth,

                     With an average length of stay of 6.6 days, and

                     Average nightly utilization of 13 of the 18 contracted beds.

 

FAP’s performance is monitored by reviewing monthly reports and conducting regular site visits to ensure compliance with the administrative, program, and fiscal terms and conditions of the Contract. CFS Budget and Administrative Services reviews the invoices and attachments FAP submits prior to payment. The contract may be terminated without cause by the County with 30 days’ written notice.

 

PROCUREMENT

In accordance with County Policy 11-04, the County Administrative Office approved and authorized the release of Request for Proposals (RFP) HSSA26-HSSA-6280 with the Purchasing Department on April 2, 2026, to solicit proposals from interested and qualified agencies to provide temporary shelter services for a period of three years. The RFP was posted to the County’s Electronic Procurement Network on April 7, 2026, with proposals due May 18, 2026. No proposals were received by the established deadline.

 

As a result of the unsuccessful procurement, CFS recommends approval of this Amendment to extend the contract term for an additional six months to provide CFS with sufficient time to pursue an alternate course of action.
