RECOMMENDATION(S)

Recommendation

1.                     Approve Addendum No. 1, dated May 8, 2026, to the bid documents for the Sheriff West Valley Detention Center Roof Replacement Project which updated technical specifications, added as-built drawings, and provided clarifications to the proposers’ questions and requests for information.

2.                     Award Construction Contract, in the amount of $3,488,380, to Best Contracting Services, Inc. for a contract period of 360 days from the Date of Commencement, for the Sheriff West Valley Detention Center Roof Replacement Project.

3.                     Authorize the Director of the Project and Facilities Management Department to order any necessary changes or additions in the work being performed under the contract, for a total not to exceed $210,000 pursuant to Public Contract Code Section 20142.

4.                     Authorize the Director of the Project and Facilities Management Department to accept the work when 100% complete and execute and file the Notice of Completion.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The recommended construction contract in the amount of $3,488,380 will be funded by the Sheriff West Valley Detention Center Roof Replacement Project (Project) (WBSE 10.10.1892), which has a total project budget of $4,406,249.

 

The Project was approved by the Board of Supervisors as part of the FY 2026-27 Capital Improvement Program on June 9, 2026 (Item No. 126), which was funded through the Capital Improvement Program (Program) Budgets.

BACKGROUND INFORMATION

Approval of this item will allow the Project and Facilities Management Department (PFMD) to award a construction contract to Best Contracting Services, Inc., for the Project located at 9500 Etiwanda Avenue in Rancho Cucamonga. The design-bid-build construction project was established for the Sheriff/Coroner/Public Administrator (Sheriff) in 2024. The West Valley Detention Center (WVDC) was constructed in 1989 and, due to the age of the facility and the large number of roof leaks throughout, comprehensive roof repairs and/or replacements are needed.

 

On February 16, 2024, a request was submitted to the architectural firm Perkins Eastman, to conduct a feasibility study to identify the extent of the roof damage of the WVDC. Perkins Eastman provided the proposal to conduct a study on March 5, 2024, and a Purchase Order was issued to retain the services. Perkins Eastman completed observations, visual inspections, record drawing and photograph review of existing building conditions. The study evaluated HU 5, 7, 10, 11, 12, 13, 15; lower facility corridors 1-2, 3-4, 5-8, 11-12 and 13-16; upper facility skywalk and corridors 12; kitchen and laundry areas; roof damage on HU 13 and HU 14 and general building envelope issues, including gutters, downspouts, door leaks, expansion joints and other maintenance items. Roof areas and specific corridors were examined for expansion joint issues, flashing conditions, stucco cracks, and other building envelope concerns. HUs 1-4, 6, 8, 9, 14 and 16 were identified by County staff as not having water infiltration issues; therefore, were not included in the study.

 

In March 2024, the PFMD Project Manager submitted a fund ready package to the PFMD Chief of Project Management and Director to evaluate ongoing water intrusion issues and determine the extent of repairs needed for the detention center roofing systems. As part of the fund ready package, Perkins Eastman completed a feasibility study that identified significant deficiencies including inadequate sloping towards drainage points and insufficient waterproofing measures at expansion joints and external doorways, resulting in extensive ponding on the roof and subsequent water penetration into the interior building areas. These conditions have been observed through water leaks across Housing Units (HU), both lower and upper corridors, and the skywalk. Severe weather conditions have resulted in failures in roofing components such as roof edges, metal copings, flashing, and expansion joints. The feasibility study identified the scope of repairs and replacements necessary to restore and maintain the longevity and integrity of the roofing systems over the detention HUs. The recommended repair strategies address identified leak locations through targeted waterproofing measures and, where necessary, the installation of structural and non-structural improvements designed to prevent or redirect water intrusion.

 

The comprehensive feasibility study identified repair recommendations to address roofing, door leaks, gutters and downspouts, expansion joints, drains, parapet repairs, new scuppers, stucco wall cracks, grading at exterior entries, interior ceiling and tile damage, efflorescence on concrete masonry unit walls, window seals along skywalk and condensation and pipe leaks. The rough order of magnitude to complete the needed repairs totaled $20,873,640.

 

Due to costs, Sheriff identified their priorities, which include gutters, downspouts, HU’s 13 and 14, and the roofs of the skywalk, visiting buildings, and interior areas.

 

The Project includes removal and replacement of the existing single-ply PVC roofing system, including new insulation, metal flashing, and sealing of all roof penetrations to restore a weather-tight condition to the skywalk and buildings. Additional work includes replacement of the skywalk door thresholds, seals, gaskets and repair frames; replacement of damaged gutters and downspouts throughout the detention center; replacement of interior expansion joint covers and deteriorated window seals along the skywalk; replacement of the skywalk hard lid ceiling; sealing and painting of skywalk walls and ceilings; and replacement of roofing and flashing systems at HU 13 and 14.

 

PROCUREMENT

On March 31, 2026, pursuant to County Policy 11-15, the Assistant Executive Officer authorized the Director of PFMD to advertise for competitive bids for the Project. PFMD advertised for bids on April 3, 2026, in the Sun newspaper, six Plan Rooms, and on the County’s Electronic Procurement Network via Request for Proposals (RFP) No. ANE223-ANE2C-6359. On May 8, 2026, Addendum No. 1 was released, which updated the technical specifications, added as-built drawings, and provided clarifications to the proposers’ questions and requests for information. On May 26, 2026, a Notice of Intent to Award letter was sent to Best Contracting Services Inc. On June 2, 2026, a Letter of Congratulations was sent to Best Contracting Services Inc. On June 2, 2026, Letters of Regret dated May 18, 2026, were sent to all unsuccessful vendors. No protests were received. PFMD recommends awarding a construction contract to Best Contracting Services, Inc., the lowest responsive and responsible bidder.
