Recommendation
1. Approve employment contract with Ellen Choi as a Department of Public Health Animal Rescue Coordinator, for the total estimated annual cost of $39,953 ($24,443 Salary, $15,510 Benefits) for the period of March 14, 2020 through December 31, 2020.
2. Approve Amendment No. 2, effective March 14, 2020, to Employment Contract No. 18-763 with Athena Nava, Animal Rescue Coordinator, extending the contract term through December 31, 2020, for the total estimated annual cost of $39,953 ($24,443 Salary, $15,510 Benefits).

FINANCIAL IMPACT
This item does not require additional Discretionary General Funding (Net County Cost). The total estimated annual cost of these contracts is $79,906. Adequate appropriation and revenue have been included in the Department of Public Health (DPH) 2019-20 budget and will be included in the 2020-21 recommended budget.
BACKGROUND INFORMATION
The Animal Rescue Coordinators perform a variety of duties necessary for the evaluation and marketing of animals for adoption, development of rescue group contacts and transfer of animals to rescue group organizations. The Coordinators promote humane care of animals through education and humane pro-active animal service programs committed to the adoption of shelter animals and ending pet overpopulation while recognizing the value of animal rescue groups to help place companion animals into new homes.
The recommended employment contract with Ellen Choi, Animal Rescue Coordinator, shall be effective March 14, 2020 and shall remain in effect through December 31, 2020, subject to the termination provisions of the contract. Notwithstanding the foregoing, either party may terminate the contract at any time without cause with 14 days prior written notice to the other party. The County may terminate the contract immediately for just cause.
The recommended employment contract amendment with Athena Nava, Animal Rescue Coordinator, extends the contract period through December 31, 2020, subject to the termination provisions of the contract. The contract amendment only extends the contract period; all other terms and conditions of the employment contract remain the same.
DPH is working with Human Resources to transition these Animal Rescue Coordinator contract positions to classified positions and will conduct an open recruitment later this year.
PROCUREMENT
DPH initiated an open recruitment for the Animal Rescue Coordinator Position from November 2, 2019 to November 15, 2019. Five candidates, selected from the 40 applications received, were interviewed on January 8, 2020 by two DPH staff which included a Supervising Animal Control Officer II and a Supervising Animal Control Officer l.
Based on her education and experience, DPH recommends and an employment contract with Ellen Choi as an Animal Rescue Coordinator at an hourly rate of $20.70, contingent on Board of Supervisor (Board) approval.
On October 16, 2018 (Item No. 33), as the result of an open recruitment, the Board approved Employment Contract No. 18-763 with Athena Nava, Animal Rescue Coordinator, for a total estimated annual cost of $49,467, for the contract period October 27, 2018 through October 26, 2019.
On October 22, 2019 (Item No. 24), the Board approved Amendment No. 1 to Contract No. 18-763 with Athena Nava, to extend the contract term through June 30, 2020.
