Approve Amendment No. 2 to Contract No. 21-315 with Jergensen Construction, Inc., increasing the Contract total by $15,630, from $137,251 to a total of $152,881, with no changes to the contract period of 301 calendar days, for the 800 MHz Sunset - Generator Replacement Project (WBSE 10.10.0993) located in the City of Redlands (Assessor Parcel Number 030045108) (Four votes required).

FINANCIAL IMPACT

Approval of Amendment No. 2 will not result in the use of additional Discretionary General Funding (Net County Cost).  The 800MHz Sunset - Generator Replacement Project (Project) budget of $726,302 (WBSE 10.10.0993) is funded with Discretionary General Funding, previously approved by the Board of Supervisors (Board) as part of the 2011-12 Capital Improvement Program (CIP) Countywide 800MHz Radio System Upgrade Project and is comprised of the following:

BACKGROUND INFORMATION

The Project, located in the City of Redlands, will replace the outdated existing generator and enclosure, and install a new, more efficient generator with an enhanced enclosure.  Critical facilities and emergency systems need continuous back-up power on a 24-hour basis, which must be provided by generators, as traditional solar backup is not as robust.  Although solar panels are a reliable source of power, they do not generate sufficient electricity at night or during cloudy days to properly support the continuous power requirement for this facility.  These upgrades to the Project site will provide reliable, cost-effective, emergency electrical power to support the signal transmission from the sites and support multiple first responders including, but not limited to, San Bernardino County Fire Protection District, San Bernardino County Sheriff’s Department, and emergency medical responders, thereby supporting the County and Chief Executive Officer’s goals and objectives of improving County government operations and operate in a fiscally responsible and business-like manner.

 

Amendment No. 2 will increase the contract amount with Jergensen Construction, Inc. (Jergensen) by $15,630 for the additional labor, equipment, and materials required to remove existing panel “A”, install a new 200 Ampere (Amp) commercial-type panel and 200 Amp main breaker, install new 24”x24” electrical pull box and 200 Amp disconnect that will make the connection to panel “B” code compliant, rental of four 50-feet power leads to back-up panel “B” with the new generator during the shutdown required to replace panel “A”, and procure and install the missing conduit coupling on the 4” existing conduit, per Jergensen’s Change Order Request (COR) No. 02.

PROCUREMENT

On November 17, 2020 (Item No. 76), the Board authorized the Project and Facilities Management Department (PFMD), formerly known as Real Estate Services - Project Management, to advertise for competitive bids for the Project.  On November 20, 2020, PFMD advertised in the Daily Press, six Plan Rooms, PFMD’s website and on the San Bernardino County’s Electronic Procurement Network (ePro).  On January 27, 2021, nine bids were received.  On May 4, 2021 (Item No. 52), the Board awarded a construction contract to Jergensen, the lowest responsive and responsible bidder.

 

On December 14, 2021 (Item No. 57), the Board authorized Amendment No. 1 to Contract No. 21-315, which increased the contract amount by $6,351, from $130,000 to $136,351 and extended the contract time by 91 days, from 210 to 301 days.

 

The unanticipated additional cost described in the Background section is related to events that took place after the competitive bid process that resulted in the original contract with Jergensen.  Therefore, no additional procurement activities are required.  Purchasing supports the continued use of Jergensen for this project.

 

Per Public Contract Code section 20136, Board approval is required for this amendment to the contract with Jergensen.
