RECOMMENDATION(S)

Recommendation

1.                     Conduct a public hearing to consider the Third Cycle 2026 Policy Plan Land Use Element Amendment and associated project entitlements and approvals for the Bloomington Business Park Specific Plan and Eddie’s World Commercial Shopping Center projects.

2.                     Pursuant to the California Environmental Quality Act:

a.                     Certify the Recirculated Final Environmental Impact Report and adopt the California Environmental Quality Act Findings of Fact, Statement of Overriding Considerations, and Mitigation Monitoring and Reporting Program for the Bloomington Business Park Specific Plan project.

b.                     Adopt the Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program for the Eddie’s World Commercial Shopping Center project.

3.                     Approve Memorandum of Understanding with IV5 Bloomington Gateway Distribution Center LLC and IV5 Bloomington Gateway Distribution Center II LLC, regarding public benefit contributions to the community of Bloomington for the life of the Bloomington Business Park Specific Plan project entitlements.

4.                     Adopt the findings recommended by the Planning Commission for the approval of:

a.                     The Bloomington Business Park Specific Plan project.

b.                     The Eddie’s World Commercial Shopping Center project.

5.                     Adopt Resolution repealing Resolution No. 2022-210 and amending the Land Use Category designation for the Third Cycle 2026 Policy Plan Land Use Element Amendment for:

a.                     The Bloomington Business Park Specific Plan project from Low Density Residential to Medium Density Residential for the 24-acre Upzone Site, and from Very Low Density Residential and Low Density Residential to Special Development for the 213-acre Specific Plan Site.

b.                     The Eddie’s World Commercial Shopping Center project from Rural Living to Commercial for 12.46 acres.

6.                     Consider proposed ordinances related to:

a.                     Repealing Ordinance No. 4451 and amending the Land Use Zoning District designation for:

i.                     The Bloomington Business Park Specific Plan project from Single Residential with 20,000-square foot Minimum Lot Size to Multiple Residential for the 24-acre Upzone Site, and from Single Residential with 1-Acre Minimum Lot Size Additional Agriculture and Single Residential 20,000-square foot Minimum Lot Size to Bloomington Business Park Specific Plan- Industrial/Business Park for the 213-acre Specific Plan Site.

ii.                     The Eddie’s World Commercial Shopping Center project from Rural Living to Highway Commercial for 12.46 acres.

b.                     Repealing Ordinance No. 4450 and adopting the Bloomington Business Park Specific Plan and San Bernardino County Development Code amendments related to the list of adopted specific plans.

7.                     Make alterations, if necessary, to the proposed ordinances.

8.                     Approve introduction of the proposed ordinances.

                     An ordinance of San Bernardino County, State of California, to repeal Ordinance No. 4451 and to amend San Bernardino County Land Use Zoning District Maps FH29A and EI02A.

                     An ordinance of San Bernardino County, State of California, to repeal Ordinance No. 4450, relating to compliance with a court order, to adopt the Bloomington Business Park Specific Plan, relating to land use regulations for approximately 213 acres, and to amend Subsections 82.23.030(b) and 86.14.090(b) of the San Bernardino County Code, relating to adopted specific plans.

9.                     ADOPT ORDINANCES.

10.                     Approve:

a.                     The Bloomington Business Park Specific Plan entitlements consisting of:

i.                     Vesting Tentative Parcel Map No. 20300 to consolidate 31 parcels into a 17.67-acre parcel and Conditional Use Permit to construct a 383,000-square foot high cube warehouse on the 17.67-acre parcel within the Specific Plan Site, subject to the Conditions of Approval.

ii.                     Vesting Tentative Parcel Map No. 19973 to consolidate 32 parcels into a 57.60-acre parcel and Conditional Use Permit to construct a 1.25 million square foot high cube warehouse on the 57.60-acre parcel within the Specific Plan Site, subject to the Conditions of Approval.

iii.                     Vesting Tentative Parcel Map No. 20340 to consolidate 23 parcels into a 30.52-acre parcel and Conditional Use Permit to construct a 479,000-square foot high cube warehouse on the 30.52-acre parcel within the Specific Plan Site, subject to the Conditions of Approval.

iv.                     Conditional Use Permit to construct a trailer/truck parking lot on9.55 acres within the Specific Plan Site, subject to the Conditions of Approval.

b.                     The Eddie’s World Commercial Shopping Center entitlements consisting of:

i.                     Tentative Parcel Map No. 20876 to subdivide a 12.46-acre parcel into 14 parcels in six phases, subject to the Conditions of Approval.

ii.                     Planned Development Permit to construct an integrated commercial shopping center in six phases consisting of electric vehicle charging stations, nine standalone retail and commercial structures of up to 40,670 total square feet, and associated infrastructure and improvements over 14 parcels with alterations to minimum and maximum lot, setbacks, landscaping, and circulation standards on a 12.46-acre site, subject to the Conditions of Approval.

11.                     Direct the Land Use Services Department to file the Notice of Determination for the Bloomington Business Park Specific Plan and Eddie’s World Commercial Shopping Center projects in accordance with the California Environmental Quality Act.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). Sufficient appropriation and revenue to complete this action have been included in the Land Use Services Planning Division 2026-27 budget. All costs of processing these applications are paid by the Applicants.

 

BACKGROUND INFORMATION

Section 65358 of the California Government Code requires that mandatory elements of the County Policy Plan be amended no more than four times during any calendar year. The projects presented for approval in the Land Use Element Amendment Cycle require changes to Policy Plan LU-1 Land Use Map on the 24-acre and 213-acre Bloomington Business Park Specific Plan Upzone Site and Specific Plan Site and 12.46 acres for the Eddie’s World Commercial Shopping Center project site. The proposed land use changes comprise the third amendment to the Policy Plan, Land Use Element for 2026. All subject projects have been considered in public hearings by the Planning Commission and the Board of Supervisors (Board). Therefore, the Third Cycle Land Use Element of the County Policy Plan is presented for final adoption, including the following projects:

 

Project No. 1:  Bloomington Business Park Specific Plan

Applicant:                      IV5 Bloomington Gateway Distribution Center, LLC

Community:                      Bloomington, 5th Supervisorial District

Location:                      Specific Plan Site - Generally bounded by Santa Ana Avenue to the north, Maple Avenue and Linden Avenue to the east, Jurupa Avenue to the south, and Alder Avenue to the west; Upzone Site - Northeast corner of San Bernardino Avenue and Locust Avenue. 

Proposal:                     A) Policy Plan Land Use Category amendment from Low Density Residential to Medium Density Residential for the 24-acre Upzone Site, and from Very Low Density Residential and Low Density Residential to Special Development for the 213-acre Specific Plan Site.

On July 23, 2026, the Planning Commission held a public hearing for the Bloomington Business Park Specific Plan project and received public testimony before continuing the hearing to August 20, 2026. On August 20, 2026, the Planning Commission recommended approval of the project with a vote of 3-0 (Commissioners Dayal and Gongora absent). The project is scheduled for a public hearing before the Board on September 22, 2026, and the documents supporting the requested actions are available for review as attachments to the corresponding item.

 

Project No. 2:  Eddie’s World Commercial Shopping Center

Community:                      Yermo, 3rd Supervisorial District

Location:                      South side of Calico Boulevard, approximately 300 feet east of Calico Road

Proposal:                     A) Policy Plan Land Use Category amendment from Rural Living to Commercial on one parcel totaling 12.46 acres.

B) Land Use Zoning District amendment from Rural Living to Highway Commercial on one parcel totaling 12.46 acres.

C) Tentative Parcel Map No. 20876 to subdivide a 12.46-acre parcel into 14 parcels in six phases, subject to the Conditions of Approval.

D) Planned Development Permit to construct and operate an integrated commercial shopping center in six phases consisting of electric vehicle charging stations, nine standalone retail and commercial structures of up to 40,670 total square feet, and associated infrastructure and improvements across 14 parcels with alterations to minimum and maximum lot, setbacks, landscaping, and circulation standards on a 12.46-acre site, subject to the Conditions of Approval.

The Planning Commission recommended approval of the project with a vote of 3-0 (Commissioners Stoffel and Weldy were absent). The project is scheduled for a public hearing before the Board on September 22, 2026, and the documents supporting the requested actions are available for review as attachments to the corresponding item.
