Recommendation
Approve Amendment No. 1 to Agreement No. 25-659 from the California Department of Public Health, for the Special Supplemental Nutrition Program for Women, Infants, and Children, increasing the grant award amount by $34,360, from $40,040,578 to $40,074,938, with no change to the agreement term of October 1, 2025 through September 30, 2028.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The increased grant award of $34,360, bringing the total agreement amount to $40,074,938, from the California Department of Public Health (CDPH) for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), is cost-reimbursable and does not require a local match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2026-27 budget and will be included in the future recommended budgets.
BACKGROUND INFORMATION
WIC funding is provided by the United States Department of Agriculture, Food and Nutrition Services to CDPH, which then allocates funds to local agencies. DPH has received WIC funding since 1977. WIC supports low-income pregnant women, new mothers, infants, and young children through breastfeeding and nutrition education, nutrient-rich foods, supplemental formula assistance, and referrals to community resources. WIC is a vital program that helps vulnerable families access nutritious foods and build healthy eating habits.
On May 20, 2025 (Item No. 64), the Board of Supervisors (Board) approved the submission of a grant application to CDPH, for the WIC Nutrition Program, in the amount of $40,040,578, for the period of October 1, 2025 through September 30, 2028.
On September 9, 2025 (Item No. 47), the Board approved Agreement No. 25-659 (Agreement) from CDPH for WIC funding, in the amount of $40,040,578, for the period of October 1, 2025 through September 30, 2028.
On August 26, 2026, DPH received the amended Agreement from CDPH, increasing the grant award by $34,360, from $40,040,578 to $40,074,938, with no change to the agreement term for the period of October 1, 2025 through September 30, 2028.
Approval of the recommended amendment allows DPH to use the additional funding for staff travel to attend in-person State committee meetings and to support WIC Modernization efforts, including technology enhancements that streamline processes and enable virtual service delivery.
