Recommendation
Approve Amendment No. 2 to the following contracts, for the provision of Child Abuse Prevention and Treatment Services, updating Attachment C, the Maximum Fee Schedule, and extending the term by three months, for the total contract period of July 1, 2022 through September 30, 2026, with no change to the current not to exceed aggregate amount of $13,546,775:

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The total aggregate cost will not exceed $13,546,775, for the period of July 1, 2022 through September 30, 2026. The Child Abuse Prevention and Treatment Services (CAPTS) contracted services are funded by approximately 55% ($7,450,726) Federal and 45% ($6,096,049) local share. Adequate appropriation and revenue have been included in the Human Services Administrative Claim 2026-27 budget.
BACKGROUND INFORMATION
Each year, San Bernardino County investigates over 31,000 allegations of abuse and neglect of children. Children and Family Services (CFS) operates under the Child Welfare Services system and its duty is to provide care and protection for children placed under its supervision pursuant to the provisions of Welfare and Institutions Code section 16540, et seq. The major goal of this system is to protect and promote the welfare of all children by preventing and/or remedying neglect, abuse, or exploitation of children.
CFS provides services through CAPTS to help biological and adoptive families stay together to avoid removing children from their homes, when this can be accomplished safely. CAPTS is for the entire family unit to participate in programs and services that include strength-based and holistic family-based intervention strategies that will improve the emotional and psychosocial wellbeing of the child and family unit and prevent future crisis/abuse. Services include a variety of activities such as individual, group, and family/couples therapy; psychological testing and evaluation; bonding/attachment assessments; parent education, anger management, domestic violence, and life skills classes; and support groups. CFS has provided CAPTS to eligible children and families through contracted agencies since 2014.
On June 28, 2022 (Item No. 37), as the result of a formal procurement, the Board of Supervisors (Board) approved 23 contracts for the provision of CAPTS, in an aggregate amount not to exceed $10,262,840, for the period of July 1, 2022 through June 30, 2025, with two one-year extension options by mutual agreement of the parties.
On June 18, 2025 (Item No. 33), the Board approved Amendment No. 1 and updated the contract language, increased the aggregate not to exceed amount by $3,283,935, for a total contract aggregate amount not to exceed $13,546,775, and exercised the first option to extend the contract term for one year, for a new contract term date of July 1, 2022 through June 30, 2026.
The 15 recommended contract amendments update Attachment C, the Maximum Fee Schedule, to include bilingual service rates, no-show fees, and an increase in standard service fees. The Amendments also extend the contract term for three months to avoid a gap in service due to delays resulting from the implementation of the new Assembly Bill (AB) 339 procurement requirements. Effective January 1, 2026, AB 339 requires that public agencies provide at least 45 days’ written notice to recognized employee organizations before issuing a request for proposal for any services that are within the scope of work of the job classifications represented by the recognized employee organization. The procurement for these services was released in April 2026, and it is anticipated that the new contract awards will be in effect by October 1, 2026.
Contractor performance will continue to be monitored by reviewing monthly invoices and written reports to ensure compliance with the administrative, program, and fiscal terms and conditions of the contract. CFS will review the invoice and attachments remitted by contractors prior to payment.
