Recommendation
Acting as the governing body of the San Bernardino County Fire Protection District, approve Amendment No. 1 to Contract No. 26-169 with Oakview Constructors, Inc., for the County Fire Station 227 New Build Project in San Bernardino, increasing the contract amount by $94,810, from $9,408,000 to $9,502,810, with no change to the completion date (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The recommended contract amendment in the amount of $94,810 will be funded by the County Fire Station 227 New Build Project (Project) (WBSE 10.10.1202), which has a total project budget of $13,769,759. The Project is funded by the San Bernardino County Fire Protection District (SBCFPD) through its Valley Regional Service Zone budget (5802272434), including $3,500,000 contributed by the Yuhaaviatam of San Manuel Nation in 2018. Once the project is completed and all funds have been expended, SBCFPD may request matching funds from the General Fund Specific Purpose Reserve for Fire Station Replacement to offset the amount expended by SBCFPD for any amount expended over $7,000,000. Sufficient appropriation for the Project is available in SBCFPD and the San Bernardino County Capital Improvement Program 2026-27 budget and will be included in future budgets.
BACKGROUND INFORMATION
SBCFPD operates Fire Station 227, which provides fire, emergency medical responses, and rescue services for communities in the City of San Bernardino. Fire Station 227 was built over 60 years ago and is scheduled for replacement. Since its initial construction, regulatory building codes have significantly changed, and a new building would bring Fire Station 227 up to date and improve its operations to better serve the community. The Project directly supports SBCFPD’s mission to provide timely and effective emergency services for residents. By improving response times and enhancing operational efficiency the Project will strengthen the County’s overall emergency response capabilities and ensure continued protection for residents and businesses.
On October 21, 2025 (Item No. 60), the Board of Directors for the SBCFPD (Board) adopted the Initial Study and Mitigated Negative Declaration and authorized the Project and Facilities Management Department (PFMD) to advertise for competitive bids.
On March 10, 2026 (Item No. 58), as a result of Request for Proposal (RFP) No. ANE223-ANE2C-6144, the Board awarded Construction Contract No. 26-169 to Oakview Constructors Inc., (Oakview), in the amount of $9,408,000, construction completion date of 365 calendar days from the date of issuance of the Notice to Proceed for the Project. The Notice to Proceed was issued on May 4, 2026.
Approval of Amendment No. 1 to Contract No. 26-169 with Oakview will allow PFMD to continue with the Project and will compensate Oakview in the amount of $94,810 for the additional scope of work, with no change to the completion date. The additional scope of work includes off-site improvements required by the City of San Bernardino as follows: the work includes the installation of stop signs at the intersection of 38th Street and Genevieve Avenue making it a four-way stop, construction of a concrete landing at the fire apparatus exit on 38th Street, painting red curbs along the station frontage on 38th Street, and pavement patching extending beyond utility saw cuts on Genevieve Avenue in accordance with City requirements. These required off-site improvements were not included in the original bid documents because the scope of work was still being negotiated during the bidding period with the city of San Bernardino. As a result, the final scope of the off-site improvements had not yet been finalized at the time of bid.
Public Contract Code section 20136 requires all amendments to construction contracts to have four votes.
