RECOMMENDATION(S)
Recommendation
1. Approve the following addenda to the bid documents for the Department of Public Health 451 Vanderbilt First Floor Buildout Project in San Bernardino:
a. Addendum No. 1, dated July 22, 2026, which revised the bid opening date from July 23, 2026, to August 14, 2026.
b. Addendum No. 2, dated July 29, 2026, which provided responses to bidder questions, added two reports to the bid documents, and modified the plans, specifications, and bid proposal form.
2. Find the bid proposal from Woodcliff Corporation to be non-responsive for failing to submit a signed and complete bid package as required by the bid documents.
3. Find the bid proposal from Caliber Construction, Inc. to be non-responsive for failing to include a bid amount as required by the bid documents.
4. Award Construction Contract with FAR Electric, Inc. dba FAR Builders, for the Department of Public Health 451 Vanderbilt Floor Buildout Project in San Bernardino, in the amount of $4,432,700, for a contract period of 160 calendar days from the Date of Commencement.
5. Authorize the Director of the Project and Facilities Management Department to order any necessary changes or additions to the work being performed under the contract, for a total not-to-exceed amount of $210,000, pursuant to Public Contract Code section 20142.
6. Authorize the Director of the Project and Facilities Management Department to accept the work when 100 percent complete and execute and file the Notice of Completion.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The recommended construction contract with FAR Electric, Inc. dba FAR Builders (FAR Builders), in the amount of $4,432,700, will be fully funded within the existing project budget of $9,825,595, for the Department of Public Health 451 Vanderbilt First Floor Buildout Project (Project), WBSE 10.10.1644, as approved by the Board of Supervisors (Board) on June 9, 2026 (Item No. 126). The Project is funded with Discretionary General Funding.
BACKGROUND INFORMATION
Approval of this item will award a construction contract to FAR Builders for the Project, located on the first floor of 451 East Vanderbilt Way in San Bernardino. The Project will complete a full tenant improvement of approximately 24,784 square feet on the first floor of the building to relocate the Department of Public Health (DPH), Environmental Health Services Division (EHS) from its current location on the second floor of the County Government Center. The Project includes approximately 20 offices, three conference rooms, a lobby and reception area, a lactation room, restrooms, a break room, an Information Technology Division (ITD) server room, and improvements to flooring, ceilings, lighting, egress signage, mechanical distribution, electrical systems, and data infrastructure.
Additional improvements include break room appliances and cabinetry, conference room audiovisual components, ITD network switches and cable infrastructure, wireless access points, identification card readers, and backing for display monitors. New furniture will be procured separately by DPH and is not included in the construction contract. The Project will provide consolidated office and support space for EHS personnel and improve the Department’s ability to coordinate its programs and operations.
On May 19, 2026, pursuant to County Policy 11-15, the Assistant Executive Officer (AEO), determined the Project to be categorically exempt under Section 15301 Existing Facilities, subsection (d), of the California Environmental Quality Act (CEQA) Guidelines (Title 14, California Code of Regulations). No further environmental review is required at this time.
PROCUREMENT
On May 19, 2026, the AEO authorized the Project and Facilities Management Department (PFMD) to advertise for competitive bids for the Project. PFMD advertised for bids on May 29, 2026, in Six Plan Rooms, the San Bernardino Sun, and through the County Electronic Procurement Network via Request for Proposals No. ANE223-ANE2C-6410. A mandatory pre-bid meeting and job walk was held on June 9, 2026, and was attended by 30 contractors. The deadline for contractors to submit bidder questions was June 19, 2026. The following addenda were issued:
• On July 22, 2026, Addendum No. 1 extended the bid opening date from July 23, 2026, to August 14, 2026.
• On July 29, 2026, Addendum No. 2 provided responses to bidder questions, added two reports to the bid documents and modified the plans, specifications and bid proposal form.

Woodcliff Corporation submitted bid security documentation but failed to submit a complete bid package as required by the bid documents. Woodcliff Corporation was notified of their non-responsive bid during the bid opening on August 14, 2026. PFMD recommends the Board find Woodcliff Corporation’s bid to be non-responsive.
Caliber Construction, Inc. submitted an incomplete bid package, which did not include a bid amount. Caliber Construction, Inc. was notified of their non-responsive bid during the bid opening on August 14, 2026. PFMD recommends the Board find Caliber Construction, Inc.’s bid to be non-responsive.
PFMD recommends the Board award the construction contract to FAR Builders, the lowest-priced responsive and responsible bidder. No protests or appeals were received on behalf of the Project.
