Approval of this item will not require the use of Discretionary General Funding (Net County Cost) as the San Bernardino County Campaign Accountability Commission (Commission) Bylaws are non-financial in nature.
BACKGROUND INFORMATION
On September 10, 2024, (Item No. 85), the Board of Supervisors (Board) adopted Ordinance No. 4479, known as the Campaign Finance Reform Ordinance. Among its provisions, the ordinance established the Commission, pursuant to Section 12.4314, which is responsible for enforcing the ordinance.
The Commission, in collaboration with outside legal counsel, has developed the bylaws to provide a framework for the Commission's operations and enforcement of the Ordinance.
The Commission Bylaws outline the structure, duties, procedures, and ethical standards governing the Commission. The Commission is bound by applicable local and state laws, including the Brown Act and the Political Reform Act. Amendments to the Commission Bylaws may be made at any regular Commission meeting by a majority vote of present members. Once approved by the Commission, any amendments must then be submitted to the Board for final approval. The Commission Bylaws are to be reviewed annually or as necessary.
