Approval of this item does not require the use of Discretionary General Funding (Net County Cost). There is no direct financial impact associated with acceptance of the Glen Helen Regional Park Master Plan (Master Plan).
BACKGROUND INFORMATION
On June 12, 2023, the Regional Parks Department (Department) released Request for Proposal No. PARKS23- PARKS-5015 (RFP) for the Glen Helen Market Study and Master Plan (Master Plan). The RFP was released through San Bernardino County’s Electronic Procurement System (ePro). A committee comprised of one representative each from the Real Estate Services Department, Project and Facility Management Department, and the Department, was established to review the proposals. The committee recommended awarding the contract to Bergman KPRS, LLC (Bergman) as the best qualified bidder.
On October 24, 2023 (Item No. 61), the Board of Supervisors (Board) approved Agreement No. 23-1138 with Bergman for consultation and development of a Master Plan to include a market study of Glen Helen Regional Park in an amount not to exceed $1,369,878 for a term of November 1, 2023, through December 31, 2024.
The Master Plans goal was to identify revenue generating opportunities such as but not limited to, new amusement park level amenities, sporting venues, concert venue, equestrian and rodeo facilities, and similar entertainment amenities. The market study researched and reported public and stakeholder interests and impacts, development and management of facilities and programs designed to increase regional connectivity to include lodging considerations, visitor usage and demographics, and creation of implementation strategies, including cost/benefit analyses with short and long-term timelines.
On May 20, 2025 (Item No. 83), the Board approved Amendment No. 1 to Agreement No. 23-1138 with Bergman, to extend the term for an additional six months from December 31, 2024 to June 2, 2025, for a total new term of November 1, 2023, through June 2, 2025, for further development of the Master Plan including updates to Master Plan amenities.
The Master Plan was completed on June 2, 2025, and delivered to the Department. Following completion, additional revisions and final changes were made to the planning concepts and recommendations before the Department proceeded with presentation to the Board. The Department is now seeking Board acceptance of the Master Plan.
The Master Plan supports the County and Chief Executive Officer goals and objectives to operate in a fiscally-responsible and business-like manner and ensure development of a well-planned, balanced, and sustainable County by presenting a cost/benefit analysis for proposed amenities at Glen Helen Regional Park to maximize revenue generation.
