Recommendation
1. Approve Revenue Agreement with the San Bernardino County Superintendent of Schools providing stipends and administrative costs in the amount of $29,800 to Preschool Services Department teaching staff, for the period of July 1, 2019 through June 30, 2020.
2. Authorize Auditor-Controller/Treasurer/Tax Collector to post the adjustments to appropriation and revenue in the amount of $29,800, as detailed in the Financial Impact Section (Four Votes Required).

This item does not impact Discretionary General Funding (Net County Cost). The Revenue Agreement with the San Bernardino County Superintendent of Schools (SBCSS) providing stipends and administrative costs in the amount of $29,800 is 100% State funded through the California Department of Education (CDE). The Preschool Services Department (PSD) is requesting to increase salary and benefit appropriations as noted in the table below in the amount of $29,800 to fund the Assembly Bill (AB) 212 stipends.

BACKGROUND INFORMATION
Under the terms of the recommended Revenue Service Agreement, SBCSS will provide stipends for teaching staff in order to retain employees that meet all of the minimum criteria. Teaching staff must work directly with subsidized children 15 hours or more per week in a classroom setting for at least nine of the last 12 months serving CDE funded children in order to qualify for the stipend.
Approximately 88 California State Preschool Program (CSPP) staff have qualified for the stipend. The program was initiated by the State of California to encourage teachers working in state-funded child development programs to remain in the field of early childhood education as well as pursue further training and education. This retention of early childhood education staff benefits children enrolled in the State programs by offering a continuity of care with the same teacher from year to year.
CSPP provides education, health, cognitive, social/emotional, physical growth and development, and parent involvement services for children ages 3 to 5, as well as referrals to health and social services for families and staff development opportunities to employees. CSPP services cover full-day and part-day child care and development programs that include nutrition, parental education, information on child development and care that includes an educational component that is developmentally, culturally, and linguistically appropriate for the children served. Services are provided to eligible children, parents of eligible children who are either attending school or are enrolled in a job-training program, and families involved with Child Protective Services.
PSD receives Revenue Service Agreements from SBCSS for teaching staff stipends in July of the current fiscal year. The amount of the Revenue Service Agreement is not determined at that time, as the required AB 212 application process must first be completed. On August 19, 2019, PSD received the AB 212 Applications and Preliminary List from SBCSS for teaching staff stipends with a completion date of March 1, 2020. Once the AB 212 Applications are completed and returned from the PSD State Preschool sites, Human Resources compiles the application data and verifies the Preliminary List of teaching staff, which is then forward to SBCSS for further review and finalization of the Revenue Service Agreement amount for the stipends. PSD, SBCSS, Human Resources, and the Teamsters Union completed reviews and agreed to move forward with the stipend applications on December 12, 2019.
This item is coming forward at this time as this is the first available date following the required fiscal, administrative, and legal reviews. Approval by the Board of Supervisors at this time will not impact PSD’s CSPP services and activities, as it is anticipated that the referenced AB 212 stipends will be distributed in June 2020.
