Recommendation
Approve amendments to the following contracts for the provision of Family Resource Center services, increasing the total contract amount by $3,350,000, from $16,750,000 to $20,100,000, and extending one year for a total contract period of July 1, 2018 through June 30, 2024:
1. Ontario-Montclair School District, Amendment No. 1 to Contract No. 18-262, increasing the total contract amount by $475,000, from $2,375,000 to $2,850,000.
2. Pacific Clinics, Amendment No. 2 to Contract No. 18-263, increasing the total contract amount by $425,000, from $2,125,000 to $2,550,000.
3. Rim Family Services, Amendment No. 1 to Contract No. 18-264, increasing the total contract amount by $375,000, from $1,875,000 to $2,250,000.
4. Riverside-San Bernardino County Indian Health, Inc., Amendment No. 1 to Contract No. 18-265, increasing the total contract amount by $350,000, from $1,750,000 to $2,100,000.
5. Valley Star Behavioral Health, Inc., Amendment No. 1 to Contract No. 18-266, increasing the total contract amount by $475,000, from $2,375,000 to $2,850,000.
6. Victor Community Support Services, Inc., Amendment No. 1 to Contract No. 18-267, increasing the total contract amount by $1,250,000 from $6,250,000 to $7,500,000.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The increase of $3,350,000 for Family Resource Center (FRC) services will be funded by the Mental Health Services Act. Adequate appropriation and revenue have been included in Department of Behavioral Health’s (DBH) 2023-24 budget.
BACKGROUND INFORMATION
DBH is responsible for providing behavioral health and substance use disorder services to San Bernardino County (County) residents experiencing severe and persistent mental illness, substance use, and other addictions. An integral part of the service delivery system consists of County operated and contracted service providers delivering a variety of mental health treatment services.
FRCs respond to the communities’ specific needs, targeting communities with high poverty rates, underserved ethnic/cultural groups, and high rates of violence. FRC providers establish partnerships with existing facilities to provide resources and services to the priority population within those communities. The priority populations to be addressed are trauma exposed individuals, individuals experiencing onset of serious psychiatric illness, individuals seeking relapse prevention, and children and Transitional Age Youth in stress families, at risk of school failure, or at risk of experiencing involvement with the juvenile justice system. FRCs provide services in all regions of San Bernardino County.
FRCs offer a wide range of mental health services for all ages and diverse populations. Each FRC is a hub for the community and provides a wide range of services and support. FRCs respond to the specific needs within the community and have established partnerships with already existing facilities/resources in convenient, accessible, acceptable and culturally-appropriate settings, such as primary healthcare, school, community-based organizations, places of worship, shelters and public settings. FRCs also serve as a collaborative meeting space for community partners. Services, such as outreach, education, resource coordination and community counseling are mobile and can be deployed to various locations in the community. The overall anticipated benefit to the county will be the reduction in collateral issues associated with undiagnosed or delayed diagnosis of behavioral health needs. These contractors are divided by region within San Bernardino County to ensure service to the entire county with primary service areas as follows: Ontario-Montclair School District serving the West Valley, Pacific Clinics serving the East Valley and Low Desert, Rim Family Services serving the Mountain areas, Riverside-San Bernardino Indian Health, Inc. serving the High Desert, Valley Star Behavioral Health, Inc. serving the Central Valley, and Victor Community Support Services, Inc. serving the High Desert and Central Valley.
DBH is requesting approval of amendments to the contracts listed in the Recommendation to continue to provide FRC services. DBH anticipates an estimated 34,536 participants to be served, at an estimated cost of $97 per participant.
PROCUREMENT
On May 22, 2018 (Item No.32), as a result of a formal procurement, the Board of Supervisors (Board) approved the contracts in the Recommendation for the provision of FRC services, in the total amount of $16,750,000, for the period of July 1, 2018 through June 30, 2023.
On May 24, 2022 (Item No. 29), the Board approved Amendment No. 1 to Contract No. 18-263 to reflect the legal name change from Pacific Clinics to Uplift Family Services dba Pacific Clinics (Pacific Clinics), with no other changes to the contract terms and conditions.
DBH is recommending extending the contracts in the Recommendation for an additional year, due to the most recent feedback received from a community program planning process, which took place between August 2022 through November 2022. The community stakeholders expressed increased mental health needs due to challenges experienced during the COVID-19 pandemic, which resulted in community stakeholders asking for an expansion of services to additional areas of the county, including Fontana, Rancho Cucamonga, Yucaipa, Big Bear, Upland, Colton and Needles. DBH determined this would require additional time for planning and a more thorough analysis to determine possible redistribution of funding. A new procurement for the provision of FRC services will be conducted and concluded in 2023-24 for services effective July 1, 2024.
DBH will continue to monitor contract performance on a regular basis to ensure performance and compliance standards are met. Contract monitoring is inclusive of, but not limited to, site visits and assessments of policy, procedures, process implementation, and service delivery components to ensure compliance with contract and applicable laws and regulations. The fiscal review ensures costs claimed are reasonable, allowable and in compliance with related financial records and procedures. Additionally, as needed and appropriate, a review of related standards, and chart documentation may be completed.
