RECOMMENDATION(S)

Recommendation

Approve and authorize the submission of Phase 1 grant application documents to the United States Department of Health and Human Services, Health Resources and Services Administration, in the amount of $1,914,222, for the Service Area Competition under the Health Center Program for continued operational support of the Department of Public Health’s Federally Qualified Health Centers located in the High Desert and Valley Regions, for the grant period of March 1, 2020 through February 28, 2023.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) does not require a match for the Service Area Competition.

 

BACKGROUND INFORMATION

The Department of Public Health (DPH) receives annual funding from HRSA to provide a variety of services to San Bernardino County residents.  Under the Health Center Program, HRSA provides operational support for DPH’s four Federally Qualified Health Centers (FQHC) located in Adelanto, Hesperia, Ontario, and San Bernardino.  DPH will use the Service Area Competition grant funding to continue providing enhanced health care services in the High Desert and Valley communities including primary care, maternal health, pediatric care, colposcopy, HIV care and treatment, reproductive health services, dental and nutrition services, diagnostic radiology, complementary and alternative medicine, and mental health services to an estimated 13,075 adults and children annually. 

 

On June 27, 2019, HRSA released the Funding Opportunity Announcement for the Service Area Competition.  This competitive grant provides funding for operational support under the Health Center Program for continued funding for FQHCs.  Health Centers improve the health of the nation’s underserved communities and vulnerable populations by ensuring access to comprehensive, culturally competent, quality primary health care services.  The grant application is due in two phases:

                     Phase 1 is due by August 26, 2019 and includes:  Application for Federal Assistance, which includes applicant information, summary budget, congressional district(s); Certifications and Assurances including Civil Rights and Lobbying; site location information; and a one-page summary of the project.

                     Phase 2 is due by September 25, 2019 and includes:  budget and budget justification; project narrative; services area map(s); implementation plan; letters of support; and any other relevant documents.

 

The FQHC Governing Board approved submission of the Phase 1 grant application on July 23, 2019.  DPH will return to the Board prior to September 25, 2019, to request approval to submit the Phase 2 grant application documents.
