RECOMMENDATION(S)
Recommendation
1. Find the Arrowhead Regional Medical Center Oncology Infusion Clinic Project is exempt under the California Environmental Quality Act (CEQA) Guidelines, Section15301, subsections (a), (c) and (d), and Section 15302(b).
2. Direct the Clerk of the Board to file and post Notice of Exemption for the Project as required under The California Environmental Quality Act.
3. Approve plans and specifications, and authorize the Deputy Director of the Real Estate Services Department - Project Management Division to advertise for competitive bids for the Arrowhead Regional Medical Center - Oncology Infusion Clinic Project (Project No. 10100265) located at 400 N. Pepper Avenue in the City of Colton, California.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The project budget of $7,287,767 is funded from the Arrowhead Regional Medical Center (ARMC) Enterprise Capital Fund as approved by the Board of Supervisors (Board) as part of the 2017-18 Capital Improvement Program (CIP) budget.
BACKGROUND INFORMATION
Approval of this item will allow the Real Estate Services Department - Project Management Division (RESD-PMD) to solicit competitive bids for the Oncology Infusion Clinic Project (Project) located in ARMC’s Medical Office Building. The Project will convert an existing 9,320 square foot administrative office suite into an ambulatory clinic with eleven exam rooms, one procedure room and an infusion center with 17 patient bays to provide the best healing environment and care for Cancer patients. This meets the County goals of Improving County Government Operations and Operating in a Fiscally-Responsible and Business-Like Manner.
It is recommended the Board determine the Project to be categorically exempt from further review under Section 15301 (a), (c) and (d), (Existing Facilities) and 15302(b) (Replacement or Reconstruction) of the California Environmental Quality Act Guidelines (CEQA) (Title 14, California Code of Regulations) as evidenced by the Notice of Exemption Section 15301 provides categorical exemption for projects involving minor alteration of Class 1 Existing Facilities with no or negligible expansion of use. Subsections (a), (c), and (d) include project elements related to the interior alterations and parking area. Section 15302 further supports the replacement of the existing facilities within the same structural area. All work involved in the Project are consistent with Class 1 and 2 exemptions, which will not have significant environmental impact.
This Project is consistent with County Administrative Office approved CIP Request No. 17-251.
PROCUREMENT
RESD-PMD will advertise the Project for competitive bids on August 9, 2019. A Mandatory Pre-Bid Meeting for prospective bidders is scheduled for August 22, 2019, at 10:00 a.m. at ARMC’s Medical Office Building, located at 400 North Pepper Avenue in the City of Colton, California. The bid opening for the Project is scheduled for September 12, 2019, at 2:00 p.m. at RESD-PMD.
Pursuant to California Public Contract Code sections 22032 and 22039, the Board shall adopt plans, specifications, and working details for public projects exceeding $200,000. Plans and specifications are on file with the Clerk of the Board.
