RECOMMENDATION(S)

Recommendation

1.                     Find that the following fundraising activities assist in meeting the social needs of the citizens of the County:

a.                     2019 Cars & Stars Car Show.

b.                     2019 San Bernardino Sheriff’s Department (SBSD) Mud Run.

2.                     Find that the following fundraising activities will be conducted in cooperation with a non-profit organization:

a.                     The 2019 Cars & Stars Car Show will be held by Cars & Stars in cooperation with The Pink Ribbon Place and Michelle’s Place; all are non-profit charitable organizations.

b.                     The SBSD Mud Run will be held with the Sheriff’s Athletic Federation, a non-profit charitable organization.

3.                     Authorize County officials and employees to solicit funds and provide administrative support during work hours, when necessary, and utilize County resources in support of the following events:

a.                     2019 Cars & Stars Car Show to be held at the Rancho Cucamonga Quakes Stadium on October 12, 2019.

b.                     2019 SBSD Mud Run to be held at the Sheriff’s Frank Bland Regional Training Center on November 16, 2019.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). County resources used in support of the 2019 Cars & Stars Car Show and the 2019 SBSD Mud Run are minimal and estimated at less than $500. Sufficient appropriation is included in the Sheriff/Coroner/Public Administrator (Department) 2019-20 budget.

 

BACKGROUND INFORMATION

The Department is involved in a variety of fundraising activities that not only benefit the worthy causes they support, but also provide unique opportunities to: (1) foster positive relationships between the County, law enforcement and the community; (2) provide team building among Department personnel; and (3) provide economic benefit to surrounding businesses. The Department recommends approval for the following fundraising activities:

 

2019 SBSD Mud Run - On November 16, 2019, the Sheriff’s Athletic Federation will host the 2019 SBSD Mud Run. The event provides a 5K run for adults and a 1K race for youth which includes numerous obstacles such as mud pits, hill climbs, and low crawls. Proceeds from this event will benefit Warfighter Made, a non-profit organization, that adapts and customizes vehicles to provide recreational therapy trips for ill, injured, and combat wounded veterans. The event is expected to attract participants and spectators throughout Southern California, Utah, Nevada, and Arizona.

 

2019 Cars & Stars Car Show - The 2019 Cars & Stars Car Show will be held at the Rancho Cucamonga Quakes Stadium on October 12, 2019. Cars & Stars is a non-profit organization that provides support and assistance to local charities within the Inland Empire. The Cars & Stars Car Show will support two local non-profit organizations providing breast cancer detection, education and guidance: Michelle’s Place Breast Cancer Resource Center and The Pink Ribbon Place.

 

The coordination and implementation of these two events are significant undertakings. While most of the work is being done by volunteers, minimal use of County resources, estimated at $500 for items such as fuel for portable electric generators, will be necessary to ensure the events’ success.

 

Approval of the recommendations complies with County Standard Practice 06-02SP which requires County departments to request authorization of a fundraising program from the Board of Supervisors and the request must include the following three recommendations:

                     Find that the fundraising programs will assist in meeting the social needs of the citizens of the County;

                     Find that the fundraising programs will be conducted in cooperation with a non-profit organization; and

                     Authorize County officials and employees to solicit funds for the organization during work hours, utilize County resources to support the organization administratively and/or utilize County resources to assist in establishing a non-profit organization.

 

In accordance with Standard Practice 11-07SP, the Sheriff’s Athletic Federation and Cars & Stars will obtain event insurance, and provide to the County a certificate of insurance, for both the mud run and car show, respectively.
