RECOMMENDATION(S)
Recommendation
1. Declare the following fixed asset equipment as surplus to the County’s needs: One 1991 Heidelberg 5-Color Offset Printing Press, Model MOFP-H; Serial Number 611 371.
2. Authorize the Purchasing Agent to conduct a surplus sale or utilize a broker to determine a fair market value and sell the above referenced fixed asset.
3. Authorize the Purchasing Agent to deposit the proceeds from the sale of the above referenced fixed asset to the Sheriff/Coroner/Public Administrator’s Inmate Welfare Fund.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Purchasing Agent will deposit the proceeds from the sale into the Sheriff/Coroner/Public Administrator (Department) Inmate Welfare Fund (4420005167). California Penal Code Section 4025 provides for the Department to maintain an Inmate Welfare Fund for the benefit, education, and welfare of inmates, as well as the maintenance of county jail facilities.
BACKGROUND INFORMATION
On April 16, 2002 (Item No. 48), the Board of Supervisors (Board) approved the purchase of one 1991 Heidelberg Model MOFP-H, 5-color offset printing press (Heidelberg Press) in the amount of $326,313, funded by the Inmate Welfare Fund. The Heidelberg Press was installed and operated at the print shop located at the Glen Helen Rehabilitation Center to provide inmates with occupational training experience. The print shop was closed in May 2015, and the Inmate Welfare Program will utilize the space to introduce a new culinary training program for female inmates in an effort to afford them greater opportunities for employment.
PROCUREMENT
Approval of this item will declare the equipment as surplus, authorize the sale of the Heidelberg Press, and allow the Purchasing Agent to solicit bids or contract the services of a broker to sell this specialized equipment for the highest possible value.
County Policy No. 12-18 requires property with an estimated value of $10,000 or more to be declared surplus by the Board of Supervisors. Further, County Policy No. 12-18 Standard Practice 1 requires the Purchasing Agent to initiate action to move property as designated in the agenda item, or to arrange for disposition.
