RECOMMENDATION(S)
Recommendation
1. Approve Amendment No. 2 to Contract No. 15-660 with Level 3 Communications, LLC, a subsidiary of CenturyLink, to continue to provide Internet access services at the County’s primary site in San Bernardino, with no change to the total not-to-exceed amount of $681,444, exercising the second of two one-year extensions for the total contract period of September 1, 2015, through August 31, 2020.
2. Approve Amendment No. 2 to Contract No. 15-661 with CenturyLink to continue to provide Internet access services at the County’s back-up site in Hesperia, with no change to the total not-to-exceed amount of $1,295,676, exercising the second of two one-year extensions for the total contract period of September 1, 2015, to August 31, 2020.

FINANCIAL IMPACT
Approval of these amendments will not result in the use of Discretionary General Funding (Net County Cost). Sufficient appropriation is included in the Information Services Department (ISD) Telecommunication Services 2019-20 adopted budget and will be included in future recommended budgets. Operating costs are recovered via service rates and fees approved annually by the Board of Supervisors (Board).
BACKGROUND INFORMATION
ISD provides a variety of professional information technology and data communication services to County departments, special districts, and other federal, state and local government agencies. One of these services is the management of Internet access throughout the County via the Wide Area Network.
On September 1, 2015 (Item No. 21), the Board approved contracts with Level 3 Communications, LLC (Level 3) and CenturyLink to provide Internet access services from September 1, 2015, through August 31, 2018, with two one-year options to extend the term.
On August 7, 2018 (Item No. 14), the Board approved amendments with Level 3 and CenturyLink to exercise the first of two one-year options to extend the term for the provision of Internet access services through August 31, 2019.
The recommended amendments will exercise the second of two one-year options to extend the term with Level 3 and CenturyLink for the provision of Internet access services, effective September 1, 2019, for the total contract period of September 1, 2015, through August 31, 2020, with no change to the contract amount. These contracts will provide internet service for all County departments with the exception of the Sheriff’s Department. ISD recommends extending the contracts for another year for the continuity of County business without interruption and to avoid an increase in cost.
PROCUREMENT
On September 1, 2015, resulting from a competitive procurement, the Board approved Contract No. 15-660 with Level 3 Communications, LLC and Contract No. 15-661 with CenturyLink to provide Internet access services to the County. Approval of these amendments will extend the contracts by one year, consistent with the original two one-year options to extend.
