RECOMMENDATION(S)

Recommendation

Adopt resolution that:

1.                     Rescinds that portion of Resolution No. 78-88, adopted by the Board of Supervisors on March 20, 1978, which established a load restriction on Seven Oaks Road, Santa Ana River bridge number 54C0401,

2.                     Rescinds that portion of Resolution No. 2004-050, adopted by the Board of Supervisors on March 23, 2004, which established a load restriction on National Trails Highway bridge number 54C0262 Trada Ditch and bridge number 54C0264 Ettrick Ditch,

3.                     Rescinds that portion of Resolution No. 2008-320, adopted by the Board of Supervisors on December 9, 2008, which established a load restriction on National Trails Highway bridge number 54C0313 Nicola Ditch,

4.                     Establishes new Weight Limits on County Bridges listed on Exhibit “A”, in the Barton Flats areas pursuant to County Code section 52.0126(a),

5.                     Establishes new Weight Limits on County Bridges listed on Exhibit “B”, in the Amboy and Essex areas pursuant to County Code section 52.0126(a), and

6.                     Directs the County Road Commissioner to perform such acts as are necessary to implement the terms of the Resolution.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funds (Net County Cost) as the estimated cost of $4,000 to install the appropriate signs, as well as minor administrative costs to update the Department of Public Works’ (Department) records, will be financed by Gas Tax revenue.  Sufficient appropriation and revenue are included in the Department’s 2019-20 Road Operations budget (6650002000).

 

BACKGROUND INFORMATION

The Board of Supervisors (Board), at its meeting on March 20, 1978, Page No. 268, established a weight restriction on Seven Oaks Road, Santa Ana River bridge number 54C0401 (19/29/34 tons based upon axle configuration) by Resolution No. 78-88. Recently, Caltrans Structure Maintenance & Investigations Bridge Investigation Report recommended that the load capacity for bridge number 54C0401 be reduced (17/25/34 tons based on axle configuration) and posted accordingly.  The Department of Public Works concurs with Caltrans’ Bridge Investigation Report and therefore the proposed Resolution will rescind the existing weight restrictions on bridge number 54C0401 on Seven Oaks Road and establishes updated load restrictions as identified in Exhibit “A”.

 

The Board, at its meeting on March 23, 2004, Item No. 22, established weight restrictions on National Trail Highway bridge number 54C0262 Trada Ditch (21/33 tons based on axle configuration) & bridge number 54C0264 Ettrick Ditch (18/29/36 tons based on axle configuration) by Resolution No. 2004-050. Recently, Caltrans Structure Maintenance & Investigations Bridge Investigation Report recommended that the load capacity for two bridges on National Trails Highway be reduced for bridge number 54C0262 Trada Ditch (14/22/28 tons based on axle configuration) and bridge number 54C0264 Ettrick Ditch (14/22/28 tons based on axle configuration).  The Department of Public Works concurs with Caltrans’ Bridge Investigation Report and therefore the proposed Resolution will rescind the existing weight restrictions on bridge number 54C0262 Trada Ditch and bridge number 54C0264 Ettrick Ditch on National Trails Highway and establishes updated load restrictions on the bridges as identified in Exhibit “B”.

 

The Board, at its meeting on December 8, 2008, Item No. 33, established weight restrictions (18/30/36 tons based on axle configuration) on National Trails Highway bridge number 54C0313 Nicola Ditch by Resolution No. 2008-320. Recently, Caltrans Structure Maintenance & Investigations Bridge Investigation Report recommended that the load capacity for bridge number 54C0313 Nicola Ditch on National Trails Highway be reduced (14/22/29 tons based on axle configuration). The Department of Public Works concurs with Caltrans’ Bridge Investigation Report and the proposed Resolution will rescind the existing weight restrictions on bridge number 54C0313 Nicola Ditch on National Trails Highway and will establish updated load restrictions as identified in Exhibit “B”.

 

The Department does not expect any significant impacts to the trucking industry as a result of these changes. The bridges referenced in this item were previously restricted to less than the legal truck and trailer load combinations (80,000 pounds). This item is reducing the existing restricted load limits due to the existing bridge capacities, as determined by Caltrans inspectors. California Highway Patrol is also aware of the bridge load restrictions on all County roadways.

 

The proposed Resolution will also direct the Road Commissioner to perform such acts as are necessary to implement the Resolution, which includes posting the reduced allowable weight loads on the above mentioned bridges per County Code Section 52.0126(a), to assist in improving the safety of the motorists traveling along the roadway.
