RECOMMENDATION(S)

Recommendation

1.                     Award a construction contract to Matich Corporation (San Bernardino, CA), in the amount of $1,469,000 for the Hook Creek Road and Hospital Road Project in the Lake Arrowhead area (Project).

2.                     Authorize a contingency fund of $146,900 for the Project.

3.                     Authorize the Director of Public Works to approve the expenditure of the contingency fund of $146,900 for verified quantity overruns for this unit priced construction contract.

4.                     Authorize the Director of Public Works to order any necessary changes or additions in the work being performed under the contract for a total amount not to exceed $85,950 of the $146,900 contingency fund, pursuant to Public Contract Code section 20142.

5.                     Authorize the Director of Public Works to accept the work when 100% complete and execute and file the Notice of Completion.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost).  The Project is funded with the General Fund allocation for the Department of Public Works (Department) Pavement Improvements and Preservation Program and with Senate Bill 1 (SB1) Road Maintenance Rehabilitation Account (RMRA) funds.  Sufficient appropriation is included in the 2019-20 Road Operations budget (6650002000 34H14875).

 

BACKGROUND INFORMATION

The Project consists of asphalt resurfacing, traffic striping and traffic markings on Hook Creek Road, from State Highway 173 to Pineridge Road, in the Lake Arrowhead area.  The Project also consists of pavement reconstruction and asphalt resurfacing on Hospital Road, from State Highway 173 to 0.24 miles east of State Highway 173, in the Lake Arrowhead area.  Additional improvements on Hospital Road include constructing a temporary road for public access during construction, and pavement striping and markings. 

 

Hospital Road provides the only street access to Mountains Community Hospital (MCH), which is a full-service hospital with 24-hour emergency service and various medical services; it is also the primary medical provider serving Lake Arrowhead and the surrounding mountain communities from Crestline to Green Valley Lake.  To perform the work expeditiously, Hospital Road will be closed for up to four weeks to allow for the replacement of a section of sewer line by Lake Arrowhead Community Services District and for the roadway construction. The Department will construct 185 feet of temporary road connecting the County maintained segment of Hospital Road to the County Service Area (CSA) segment, thereby providing 24-hour public access to MCH during construction.  The detour road begins at Torrey Road at its intersection with SH 173.  Torrey Road is in the County Maintained Road System until it reaches CSA 70 property where it turns into Rouse Ranch Road and the southeasterly segment of Hospital Road (sometimes referred to as Forest Road #2N25).  This paved travel way is maintained by CSA 70 and is typically used to access Mackay Park and a logging area to the east.  Access to property owners and emergency vehicles will be provided.  The Department has coordinated this project with representatives of the hospital and has met with Lake Arrowhead Municipal Advisory Committee in April 2019 and will continue to take appropriate measures to notify the community of the road closure and detour.

 

By preserving and improving the structural integrity of the existing roadway surfaces, the Project aligns with the County and Chief Executive Officer’s goals and objectives to ensure the development of a well-planned, balanced, and sustainable County and by providing for the safety of County.  No additional right-of-way is required for the Project.

 

Following Board of Supervisors (Board) approval of this item, construction is anticipated to commence at the end of August, 2019 and be completed by mid-November, 2019.

 

PROCUREMENT

On June 11, 2019 (Item No. 54), the Board approved the Project’s plans and specifications, as well as authorized the Director of the Department of Public Works to advertise the Project for bids.  This Project was advertised in the Daily Press on June 13, 2019, in the Precinct Reporter on June 15, 2019, and released on the County Electronic Procurement Network (ePro) on June 13, 2019.  Notice inviting bids was also provided to specified construction trade journals as required by Public Contract Code section 22036. On July 3, 2019, the following four bids were received:

The Department has reviewed the bids received and determined that they are responsive, and recommends entering into a contract with Matich Corporation, the lowest responsible bidder.  No appeal/protest letters were received.

 

This Project will have a 10 percent contingency fund of $146,900 to compensate the contractor for verified quantity overruns, as well as changes in the contract under certain circumstances.  Under an established formula based on the contract amount, Public Contract Code section 20142 allows the Board to authorize the Director of Public Works to order changes in the contract, including for unforeseen conditions or design shortfalls, should they become necessary in the future, for a total amount not to exceed $85,950 of the $146,900 contingency fund.
