Recommendation
Approve a contract between the Housing Authority of the County of San Bernardino and Knowledge, Education for Your Success, Inc. for housing navigation services for the County of San Bernardino Department of Adult and Aging Services At Home Program in an amount not to exceed $109,692 for a twenty-two month period beginning September 1, 2019 through June 30, 2021 with the option to extend three additional one-year periods by mutual agreement of the parties.

FINANCIAL IMPACT
This item will not result in the use of Discretionary General Funding (Net County Cost). The San Bernardino County Department of Aging and Adult Services (DAAS) will allocate $109,692 to the Housing Authority of the County of San Bernardino (HACSB) for housing navigation services for the At Home Program (AHP) for a twenty-two month period beginning September 1, 2019 through June 30, 2021. The funding from this agreement will be included in HACSB’s current federal fiscal year 2019-2020 budget and will be included in future HACSB recommended federal fiscal year budgets, as pass-through funding to its non-profit affiliate Knowledge, Education, for Your Success, Inc. (KEYS).
BACKGROUND INFORMATION
The California Department of Social Services’ (CDSS)Home Safe Program, created by Assembly Bill 1811 (Chapter 35, Statutes of 2018), is intended to support the safety and housing stability of individuals involved in Adult Protective Services (APS) by providing housing-related assistance using evidence-based practices for homeless assistance prevention. The County of San Bernardino (County) operating the Home Safe program through AHP, utilizes a range of strategies to support housing stability for APS clients including housing navigation services. The contract term may be extended for three additional one-year periods by mutual agreement of the parties, upon availability of future funding. Funding resources are available by the California Department of Social Services (CDSS), Housing, Homelessness and Civil Rights Branch, to provide such services for the Home Safe Program. DAAS is contracting with HACSB, of which HACSB will sub-contract with its non-profit affiliate Knowledge, Education, for Your Success, Inc. (KEYS) to perform these housing navigation services to address and prevent homelessness among aging adults.
If the Board approves the agreement with KEYS, KEYS will work with DAAS APS clients to provide housing navigation services. The agreement will allow for DAAS staff to work towards finding the most immediate and viable long-term housing placement for the AHP clients. The Housing Navigator will also be responsible for maintaining existing landlord relations, as well as cultivating new housing identifications for APS clients that will target properties that have units accessible through the Americans with Disabilities Act requirements.
PROCUREMENT
The San Bernardino County Purchasing Department determined the contract award was non-competitive due to DAAS writing HACSB and KEYS directly into the original contract proposal for the state funding.
