RECOMMENDATION(S)

Recommendation

1.                     Authorize the Housing Authority of the County of San Bernardino to participate in the General Services Administration Schedule Contract No. GS-35F-0563U with Technology Integration Group for the purchase of computer network infrastructure equipment and services for the period of August 20, 2019 through August 19, 2020.                                                   

2.                     Approve purchase orders with Technology Integration Group for computer network infrastructure equipment and services for disaster recovery in an amount not to exceed $397,995.77 for a term of one year from the date of purchase.

FINANCIAL IMPACT

This item will not result in the use of Discretionary General Funding (Net County Cost).  The amount of the purchase order is not expected to exceed $397,995.77 and is included in the Housing Authority of the County of San Bernardino’s (HACSB) FY 2019-2020 annual budget.  The proposed amount includes hardware, maintenance, and other services related to internet access infrastructure.

BACKGROUND INFORMATION

The current network infrastructure at two HACSB administrative offices (Main Administrative office and the San Bernardino Housing Programs Office) was originally installed in 2012, of which both systems are becoming obsolete and the technology will no longer be supported by our current network vendor.  HACSB would be vulnerable to on-going system and hardware failures without the proper support, updated infrastructure and equipment.  In advance of lacking the necessary support, HACSB plans to replace this equipment with a more modernized solution that will keep the infrastructure and equipment strong and reliable.  This infrastructure solution will also ease some of the management burden over the currently installed solution by reducing complexities of editing configurations and allowing for a more streamlined automation program.  Costs include maintenance and support, which provides software maintenance updates for the life of the product, technical support, and next business day shipping on replacement parts as needed.  Approval of this item would authorize HACSB’s Executive Director to process and approve the purchase orders for the computer network infrastructure equipment and services.

 

PROCUREMENT

Consistent with the requirements of Title 2 Code of Federal Regulations sections 200.317 through 200.326 and the United States Department of Housing and Urban Development Procurement Handbook for Public Housing Agencies issued March 2, 2007, a Housing Authority may enter into agreements with other governmental agencies and regional or national intergovernmental purchasing networks or associations to obtain needed supplies or services if such agreements foster economy and efficiency.

 

The General Services Administration (GSA) provides comprehensive solutions for products and services across the government. GSA assists with procurement work for other government agencies. As part of this effort, it maintains the large GSA Schedules, which other agencies can use to buy goods and services. The GSA Schedule can be thought of as a collection of pre-negotiated contracts. Procurement managers from government agencies can view these agreements and make purchases from the GSA Schedule knowing that all legal obligations have been taken care of by GSA. Utilizing GSA contracts is considered a best practice for public agencies to reduce the cost of procurement.

 

HACSB recommends the use of GSA Schedule Contract No. GS-35F-0563U to Technology Integration Group (TIG) for the purchase of computer network infrastructure equipment and related services.  HACSB staff has reviewed available cooperative purchasing agreements and other formal purchasing options and found that this subject contract best meets the needs of HACSB.
