Recommendation
Continue the Emergency Proclamation, originally proclaimed by the Director of Emergency Services on February 21, 2019 and ratified by the Board of Supervisors on February 26, 2019, resulting from the February 13-14, 2019 storm event affecting Angeles Oaks, Barton Flats, Big Bear City, Big Bear Lake, Forest Falls, Green Valley Lake, Joshua Tree, Landers, Lucerne Valley, Lytle Creek, Mountain Home Village, Mt. Baldy, City of Redlands, City of Rialto, City of San Bernardino, Yucca Valley, and surrounding areas in San Bernardino County, which still exists and continues to be a local emergency, for an additional period in accordance with Government Code section 8630(c).

FINANCIAL IMPACT
The action to continue this local emergency will not require the use of additional Discretionary General funding (Net County Cost).
BACKGROUND INFORMATION
On February 21, 2019, the Chief Executive Officer, while serving as the Director of Emergency Services, proclaimed the existence of a local emergency from the February 13-14, 2019 storm event affecting several communities in San Bernardino County. This action, which was ratified by the Board of Supervisors (Board) on February 26, 2019 (Item No.1) in accordance with Government Code section 8630(b), was in response to a storm that produced dangerous flash flooding, erosion, and substantial mud/debris flows that resulted in the need for emergency protective measures including emergency repairs/detours.
Pursuant to Government Code section 8630(c), as amended effective January 1, 2019, the Board shall review the need for continuing the local emergency at least once every 60 days until the Board terminates the local emergency. The Board last took action to continue this local emergency on June 25, 2019 (Item No. 26). Approval of this recommendation would continue the local emergency for an additional period in accordance with Government Code section 8630(c).
