RECOMMENDATION(S)

Recommendation

1.                     Approve Amendment No. 4, effective August 21, 2019, to Revenue Agreement No. 18-147 (Federal Award No. G18LA0001A) with the Office of National Drug Control Policy (ONDCP) for the 2018 High Intensity Drug Trafficking Areas (HIDTA) Program, accepting a supplemental grant award in the amount of $25,000 increasing the total award from $1,348,476 to $1,373,476, and extending the original performance period by one year for a new performance period of January 1, 2018 through December 31, 2020.

2.                     Authorize the Sheriff/Coroner/Public Administrator to execute and submit the grant award amendment.

3.                     Direct the Sheriff/Coroner/Public Administrator to transmit all documents in relation to this grant award to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item will not result in the use of additional Discretionary General Funding (Net County Cost).  This supplemental grant award was not included in the Sheriff/Coroner/Public Administrator’s (Department) 2019-20 budget. Approval of the necessary appropriation and revenue adjustments are not requested at this time but will be included in a future quarterly countywide budget report presented to the Board of Supervisors (Board) for approval, if necessary.

 

The supplemental grant award, in the amount of $25,000, will provide additional funding for the Inland Regional Narcotics Enforcement Team (IRNET) to acquire two hydraulic lifts to support the countywide eradication of illegal marijuana operations. No matching funds are required. The expenditures to be funded by this grant are summarized below:

BACKGROUND INFORMATION

The HIDTA program provides federal assistance to local law enforcement agencies operating in areas determined to be critical drug-trafficking regions of the United States, to reduce drug trafficking and production by facilitating cooperation among law enforcement agencies, enhancing law enforcement intelligence sharing, and supporting coordinated law enforcement strategies that make the most of available resources.

 

Since 1997, the County has received HIDTA grant funds from ONDCP for the IRNET and the Regional Methamphetamine Task Force (RMTF) initiatives. IRNET is a joint effort between the Sheriff/Coroner/Public Administrator, as the lead agency, and other member agencies designed to target, investigate and prosecute major drug trafficking organizations. RMTF is a joint effort between San Bernardino and Riverside counties to target major methamphetamine production/distribution and arrest persons/organizations involved in illicit sales and trafficking of methamphetamine. The Vehicle Interdiction Pipeline Enforcement Resource (VIPER) Task Force is a joint effort between the Sheriff’s Departments of Los Angeles, Orange, San Bernardino, and Riverside counties to target drug trafficking on the highway, (the permanent initiative that replaced the old Domestic Highway Enforcement Initiative Program).

 

On April 3, 2018 (Item No. 36), the Board approved agreement No. 18-147 for a partial grant award in the amount of $352,967 from the ONDCP for the original grant period of January 1, 2018 through December 31, 2019. Subsequently, the Board approved three amendments: Amendment No. 1 (June 26, 2018; Item No. 54) to accept a supplemental award in the amount of $655,509, which increased the total award to $1,008,476. Amendment No. 2 (September 11, 2018; Item No. 57) to accept a supplemental grant award in the amount of $50,000 for the newly established VIPER Task Force, increasing the total grant award from $1,008,476 to $1,058,476. Amendment No. 3 (February 12, 2019; Item No. 48) to accept a supplemental award in the amount of $290,000, which provided $40,000 of funding for the VIPER Task Force and $250,000 of funding for technical investigative audio equipment for IRNET, increasing the total award from $1,058,476 to $1,348,476.

 

On June 28, 2019, the Department was notified of the supplemental award and a one-year extension to the performance period. The request for acceptance of the supplemental grant award is being submitted at the first available Board date upon completion of the review process. There have been no expenditures against the supplemental grant award of $25,000 to date. The new performance period will be from January 1, 2018 through December 31, 2020.

 

Approval of Recommendation No. 2 will authorize the Sheriff/Coroner/Public Administrator to sign the grant award documentation in compliance with ONDCP’s policy.
