Accept amended grant award, Amendment No. 1 to County Contract No. 19-185 (Award No. 6 H80CS00657-18-03), from the United States Department of Health and Human Services, Health Resources and Services Administration for the Service Area Competition under the Health Center Program for Federally Qualified Health Centers, increasing the grant award by $111,750, from $1,858,347 to $1,970,097, for the period of March 1, 2019 through February 29, 2020.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The increase of $111,750 to the grant award for operational support of Federally Qualified Health Centers (FQHC) from the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) does not require a match.  Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2019-20 budget.

 

BACKGROUND INFORMATION

DPH receives annual funding from HRSA to provide a variety of services to San Bernardino County residents.  Under the Health Center Program, HRSA provides funding for operational support for DPH’s four FQHCs located in Adelanto, Hesperia, Ontario, and San Bernardino.  DPH uses the Health Center Program funds to provide enhanced health care services in the High Desert and Valley communities including primary care, maternal health, pediatric care, colposcopy, HIV care and treatment, reproductive health services, dental and nutrition services, diagnostic radiology, and mental health services to an estimated 13,076 adults and children annually.

 

On September 13, 2016 (Item No. 52), the Board of Supervisors (Board) approved the submission of a grant application (H80CS00657) to HRSA for the Service Area Competition under the Health Center Program for operational support of FQHC, in the amount of $1,773,147, for the grant period of March 1, 2017 through February 29, 2020.  Funding for the three-year grant period is provided by HRSA on an annual basis.

 

On March 19, 2019 (Item No. 23), the Board accepted the grant award, County Contract No. 19-185 (Award No. 5 H80CS00657-18-00), from HRSA for the Service Area Competition under the Health Center Program for operational support of FQHC, in the amount of $1,858,347, for the period of March 1, 2019 through February 29, 2020.  In addition, this item authorized the Chairman of the Board, Chief Executive Officer, or DPH Director to accept any subsequent non-substantive amendments in relation to the grant award, on behalf of the County, subject to review by County Counsel.

 

On July 12, 2019, DPH received notification of the amended grant award (Award No. 6 H80CS00657-18-03) from HRSA, increasing the grant award amount by $111,750, from $1,858,347 to $1,970,097, for the period of March 1, 2019 through February 29, 2020.

 

This item is being presented to the Board at this time as this is the first date available following the required operational, fiscal, and legal reviews.  Approval by the Board at this time does not impact DPH’s ongoing services and activities.
