RECOMMENDATION(S)

Recommendation

Approve amendments, effective August 21, 2019, to contracts with the following agencies to provide HIV Care Program and Part B Minority AIDS Initiative services, increasing the total amount by $707,459, from $2,373,848 to $3,081,307, exercising the first one-year option to extend, for a total contract period of April 1, 2017 through March 31, 2021:

1.                     Borrego Community Health Foundation, Amendment No. 2 to Contract No. 17-91, increasing by $50,000, from $150,000 to $200,000.

2.                     Foothill AIDS Project, Amendment No. 2 to Contract No. 17-92, increasing by $590,000, from $1,927,652 to $2,517,652.

3.                     Young Scholars for Academic Empowerment dba TruEvolution, Amendment No. 3 to Contract No. 17-93, increasing by $67,459, from $296,196 to $363,655.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The increase to the contracts are 100% funded by the California Department of Public Health (CDPH), Office of Acquired Immunodeficiency Syndrome (AIDS) and includes Ryan White Part B Human Immunodeficiency Virus (HIV) Care and Part B Minority AIDS Initiative (MAI).  Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2019-20 budget and will be included in DPH’s 2020-21 future recommended budget.

 

BACKGROUND INFORMATION

The Office of AIDS is the State grantee for Ryan White Part B (Part B) and allocates funds for the administration of the HIV Care Program (HCP) and MAI through local health jurisdictions, such as San Bernardino County.  DPH, acting as the designee, administers these funds.  Part B funds provide support services to those affected by HIV/AIDS while MAI funds are intended to specifically improve HIV-related health outcomes for racial/ethnic minority communities and reduce HIV-related health disparities.   Under the terms of the recommended amendments, DPH will continue to contract with providers to provide HCP support services, which include, case management, outreach, food services and medical transportation.  Part B MAI services will include outreach to specific targeted populations of African American and Latino minorities affected by HIV.   These amendments extend the contract an additional year, through March 31, 2021, and increase funding for these services.  Ryan White Part B funds must be used for individuals with HIV/AIDS residing in San Bernardino County.

 

 

PROCUREMENT

A formal procurement was conducted in 2016.  On February 14, 2017 (Item No. 45), the Board of Supervisors (Board) approved the contracts listed in the Recommendation, in the amount of $2,100,921, for the period of April 1, 2017 through March 31, 2020. 

 

On January 23, 2018 (Item No. 31), the Board accepted amended State Revenue Contract No. 15-11071 from CDPH to provide Ryan White Part B Services, Human Immunodeficiency Virus Care and Support, and approved Amendment No. 1 to County Contract No. 17-93 with Young Scholars for Academic Empowerment dba TruEvolution, increasing the contract amount by $67,148, from $180,921 to $248,069, for the contract period of April 1, 2017 through March 31, 2020.

 

On February 12, 2019 (Item No. 34), the Board accepted the revised final allocation to State Revenue Agreement No. 15-11071 A02 that was received from the State on January 31, 2019.  In addition, contract amendments to the contracts listed in the Recommendation were approved, increasing the total amount by $205,779, from $2,168,069 to $2,373,848, for the contract period of April 1, 2017 through March 31, 2020.

 

On June 25, 2019 (Item No. 35), the Board accepted the State allocation (State Agreement No. 18-10884) from the California Department of Public Health for the Ryan White HIV/AIDS Program Part B to provide care and treatment services to low-income people living with HIV, in the amount of $4,718,401, for the period of April 1, 2019 through March 31, 2024.

 

Approval of this item extends the contracts listed in the Recommendation for an additional one-year period and increases the total amount by $707,459, from $2,373,848, to $3,081,307, for the total contract period of April 1, 2017 through March 31, 2021.  A new procurement for these services will be conducted in 2020.
