RECOMMENDATION(S)

Recommendation

1.                     Approve Amendment No. 1, effective August 21, 2019, to non-financial Agreement (Contract No. 16-712) with Loma Linda University School of Allied Health Professions, to continue providing student internships for training and field experience in education programs, extending the contract period an additional two years, for the total contract period of September 14, 2016 through September 30, 2021.

2.                     Approve Amendment No. 1, effective August 21, 2019, to non-financial Agreement (Contract No. 16-644) with California State University, San Bernardino to continue providing student internships, extending the contract period an additional two years, for the total contract period of August 24, 2016 through August 31, 2021.

3.                     Approve Amendment No. 1, effective August 21, 2019, to non-financial Agreement (Contract No. 16-645) with West Coast University Inc. to continue providing student internships, extending the contract period an additional two years, for the total contract period of August 24, 2016 through August 31, 2021.

This item is non-financial in nature and as such, does not impact Discretionary General Funding (Net County Cost). 

 

BACKGROUND INFORMATION

Under the terms of the recommended amendments, Preschool Services Department (PSD) will continue to provide training, required field experience and degree-related internship hours to interns in education programs for Occupational Therapy and Family Literacy from the Loma Linda University School of Allied Health Professions (LLU), California State University, San Bernardino (CSUSB) and nursing student interns from West Coast University (WCU). Head Start Performance Standards require PSD to perform health screenings to identify concerns regarding a child’s developmental, sensory (visual and auditory), behavioral, motor, language, social, cognitive, perceptual, and emotional skills, within 45 days of the child’s entry into the program. Through this agreement, PSD will provide learning experiences that will help students receive the skills they need to prosper in the 21st century economy, which aligns with the San Bernardino Countywide Vision2Succeed initiative.

 

PSD provides training to student interns participating in a variety of education programs, including early childhood education, nutrition, nursing, social work, and marriage and family support services. PSD's population of children ages 0 to 5 provides interns with required field experience and degree-related internship hours.

 

PSD provides Head Start and State Preschool programs that include comprehensive child development and family services comprised of education, health, nutrition, parent involvement, and psychological services for children ages 0 to 5 and their families.  The overall goal of these programs is to increase the health and school readiness of disadvantaged children and increase the self-sufficiency of low-income families.  Head Start and State Preschool programs have been operating in San Bernardino County since 1965.  Since 1999, PSD has provided these programs through a combination of direct and contracted services.

 

On August 23, 2016 (Item No. 41), the Board of Supervisors (Board) approved non-financial Agreement (Contract No. 16-644) with CSUSB for student interns to provide classroom support to children, parents, and teachers in early childhood education, nutrition, social work, and marriage and family support services; and Agreement (Contract No. 16-645) with WCU for student interns to gain field experience and internship hours in nursing practicum, for the period of August 24, 2016 through August 23, 2019

 

On September 13, 2016 (Item No. 48), the Board approved non-financial Agreement (Contract No. 16-712) with LLU for student interns to train, earn internship hours, and gain valuable field experience for the period of September 14, 2016 through September 13, 2019.
