Recommendation
1. Approve Amendment No. 1 to Job Order Contract No. 19-252 with Angeles Contractor, Inc. in the amount of $1,600,000 increasing the contract from $3,000,000 to a total of $4,600,000, to provide General Engineering Job Order Contract services (Four votes required).
2. Approve Amendment No. 1 to Job Order Contract No. 19-253 with PUB Construction, Inc. in the amount of $1,600,000 increasing the contract from $3,000,000 to a total of $4,600,000, to provide General Engineering Job Order Contract services (Four votes required).
3. Approve Amendment No. 1 to Job Order Contract No. 19-251 with Horizons Construction Co. Int’l, Inc. in the amount of $1,600,000 increasing the contract from $3,000,000 to a total of $4,600,000, to provide General Engineering Job Order Contract services (Four votes required).
4. Approve Amendment No. 1 to Job Order Contract No. 19-257 with Angeles Contractor, Inc. in the amount of $1,000,000 increasing the contract from $1,500,000 to a total of $2,500,000, to provide Painting and Flooring Job Order Contract services (Four votes required).

FINANCIAL IMPACT
This item will not result in the use of additional Discretionary General Funding (Net County Cost). These unencumbered contracts will be funded from projects approved as part of the Capital Improvement Program (CIP), or reimbursed from the departments who initiate projects with their own or other funding.
BACKGROUND INFORMATION
Public Contract Code section 20128.5 authorizes the County to use Job Order Contracts (JOC) Services to rapidly engage contractors to perform the repair, renovation, remodeling, or other repetitive work at existing public facilities utilizing a unit price structure. Experience with this process has shown that JOC offers several advantages over traditional procurement methods for construction services including the savings of time and costs related to not developing detailed bid documents, advertising a project, and obtaining individual project related construction contract approval. The savings of time, effort and cost of the JOC program thereby achieves the County and Chief Executive Officer Goals and Objectives to Operate in a Fiscally-Responsible and Business-Like Manner and Improve County Government Operations.
On April 30, 2019, (Item No. 64), the Board of Supervisors (Board) awarded General Building, General Engineering, Mechanical, and Painting and Flooring JOC contracts to provide JOC services through April 29, 2020. Amendment No. 1 will increase the not-to-exceed amount of the contract with Angeles Contractor, Inc., PUB Construction, Inc., and Horizons Construction Co. Int’l, Inc. for General Engineering JOC services to $4,600,000 and increase the not-to-exceed amount of the contract with Angeles Contractor, Inc. for Painting and Flooring JOC services to $2,500,000, allowing the Real Estate Services Department - Project Management Division to move forward on several approved CIP and Minor CIP projects including but not limited to a refurbishment of the Behavioral Health Unit at Arrowhead Regional Medical Center (ARMC), Americans with Disabilities Act parking lot upgrades at ARMC, and a replacement of the parking lots surrounding the 222 and 268 West Hospitality Lane buildings. The funds for the existing Job Order Contracts in these categories have been allocated to projects currently in progress.
PROCUREMENT
The amendments will ensure progress will continue on these projects through the end of the contract term and ensure the availability of funds and contractors to perform work in these specific areas for upcoming projects. No additional procurement activities are required.
