RECOMMENDATION(S)

Recommendation

Acting as the governing body of the San Bernardino County Fire Protection District, approve a five-year revenue license agreement, with two five-year options to extend the term of the license, commencing upon full execution, with San Bernardino Valley Municipal Water District for rack and antenna space at Little Mountain in San Bernardino for total revenue in the amount of $165,780.

FINANCIAL IMPACT

Approval of this item will not require the use of Discretionary General Funding (Net County Cost).  The total revenue to be received by the San Bernardino County Fire Protection District (SBCFPD) during this five-year agreement is $165,780.  Revenue will be deposited in the SBCFPD fund (5800062434).  SBCFPD will pay for the cost of the restoration and relocation of electrical utility service to the site, which will be paid from the SBCFPD budget (580006234) and reimbursed by the San Bernardino Valley Municipal Water District (WD).  Other costs associated with this license include equipment shelter and tower maintenance, which costs are considered minimal.  Sufficient appropriation is included in the 2019-20 SBCFPD budget and will be included in future recommended budgets.  Annual license revenue is as follows:

BACKGROUND INFORMATION

The recommended action will provide for a five-year license agreement, with two five-year options to extend the term of the license, with WD for rack and antenna space for WD’s operation and maintenance of a communication facility at the SBCFPD-owned Little Mountain Communication Site.

 

In October 2018, WD requested SBCFPD consider a proposal to install radio equipment and antennas within the SBCFPD-owned equipment shelter and on the north SBCFPD-owned antenna tower at the Little Mountain Communication Site in San Bernardino.  SBCFPD requested the Real Estate Services Department (RESD) prepare a license agreement for WD’s use of the appropriate rack and antenna space.  Electrical utility service to the site had been disconnected by Southern California Edison due to a technical issue with the manner in which the service connection was made to the equipment shelter.  SBCFPD has agreed to re-establish and relocate the service to the site and WD has agreed to reimburse SBCFPD for that cost.  This new license agreement provides for the use by WD of rack space on the exterior wall of the SBCFPD equipment shelter for a weatherproof cabinet and antenna space on the SBCFPD-owned antenna tower for two antennas for WD’s operation and maintenance of a communications facility at Little Mountain in San Bernardino and provides on-going revenue to SBCFPD.

 

Staff has reviewed the recommended action pursuant to the California Environmental Quality Act (CEQA) and has determined that it does not constitute a project. Accordingly, no further action is required under CEQA.
