RECOMMENDATION(S)
Recommendation
1. Approve a $1,512,342 Capital Improvement Program project (WBSE 10100927) at Arrowhead Regional Medical Center Behavioral Heath building located at 400 N. Pepper Avenue Colton, CA 92324.
2. Approve appropriation and revenue adjustments of $1,512,342 to fund the Capital Improvement Program project and authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact Section. (Four votes required).

FINANCIAL IMPACT
Approval of these recommendations will not result in the use of Discretionary General Funding (Net County Cost). Arrowhead Regional Medical Center (ARMC) is requesting a budget adjustment in the amount of $1,512,342 to fund a painting project at the ARMC Behavioral Health building. This item authorizes the Auditor-Controller/Treasurer/Tax Collector to post the following adjustments to the 2019-20 budgets:

BACKGROUND INFORMATION
Arrowhead Regional Medical Center (ARMC) is a state-of-the-art, acute care facility. ARMC offers the latest in patient care by providing a full range of inpatient and outpatient services, four off campus community health centers, behavioral health inpatient services and numerous specialty services. ARMC is fully accredited by the Centers for Medicare and Medicaid Services (CMS) and the Healthcare Facilities Accreditation Program (HFAP).
The Center for Medicare and Medicaid Services (CMS) and The Joint Commission (TJC) have both cited and/or expressed their concerns regarding infection control issues in the Hospital. Chipped, dirty and peeling paint is considered an infection control problem by both regulatory agencies. ARMC has several areas within the Hospital (most of which is in the Behavioral Units) that need to be addressed in order to satisfy CMS and TJC.
Approval of this item will meet the immediate need to refurbish the Behavioral Health unit to include patching, preparation and painting of all walls, ceilings, doors frames and window frames. It will also provide for the removal and reinstallation of all signage and wall décor which will provide for the safety and health of County Residents.
