Authorize Purchasing to issue Purchase Order to Belmont Medical Technologies in the amount of $377,640 for the equipment purchase of twelve (12) Rapid Infusers, a device to perform fluid resuscitation in critical patients.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  The total cost of $377,640 for specified rapid infuser is funded by State Medi--Cal, Federal Medicare, private insurances, and other departmental revenue.  Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act.  Approval of the necessary budget adjustments for this equipment purchase in the amount of $377,640 to Arrowhead Regional Medical Cener’s (ARMC) 2019-20 budget is not requested at this time, but will be included in a future quarterly countywide budget report presented to the Board of Supervisors for approval.

 

BACKGROUND INFORMATION

Approval of this item will allow ARMC to purchase the twelve (12) Belmont Rapid Infusers (infusers), a device to perform fluid resuscitation in critical patients. Currently, ARMC uses infusers in the trauma department, the emergency room and operating theater for large volume resuscitation with blood products. The current model infusers were purchased in 2006, reached full depreciation in 2016, and are no longer supported by the manufacturer. In addition, they are not compatible with other current operating room devices and are not capable of controlling flow rates and tracking volume as required by regulatory agencies. In short, the currently used infusers are obsolete. For all of these reasons, ARMC determined that it is necessary to obtain new infusers to perform this vital role in critical patient fluid resuscitation. The Belmont infuser is manufactured using the latest technology, is compatible with other current devices, warms and delivers blood more quickly and safely, and is capable of controlling flow rates and tracking volume as required by regulatory agencies. 

 

The proposed equipment will support all departments required to resuscitate patients in a rapid fashion including the intensive care and burn units.

 

PROCUREMENT

Belmont Medical Technologies is a non-competitive procurement as they are the only authorized distributor of infusers that meet functional and regulatory specifications.  County Purchasing concurred with the non-competitive justification.
