RECOMMENDATION(S)

Recommendation

1.                     Accept the Children and Families Commission for San Bernardino County grant award of $222,038 for the Arrowhead Regional Medical Center Breathmobile® Program.

2.                     Approve Amendment No. 2 to Revenue Contract No. 17-608, effective July 1, 2019, with the Children and Families Commission for San Bernardino County to increase the revenue contract amount by $222,038, from $444,076 to $666,114, to revise the confidentiality and venue provisions, to approve the amended work plan and budget, and to extend the term an additional year for a new total period of July 1, 2017 through June 30, 2020, for the Arrowhead Regional Medical Center - Breathmobile® Program.

FINANCIAL IMPACT

Approval of these recommendations will not result in the use of Discretionary General Funding (Net County Cost) as the grant award of $222,038 provides funding for certain Breathmobile® Program services provided to children ages five and under. Expenses for services provided to children over five years of age are funded by State Medi-Cal, Federal Medicare, private insurance, and other departmental revenue.  Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act.  Sufficient appropriation and revenue is included in the Arrowhead Regional Medical Center (ARMC) 2019-20 budget.

 

BACKGROUND INFORMATION

Acceptance of the additional grant funds and amendment to Revenue Contract No. 17-608 will allow ARMC to continue to provide asthma care management and education for children ages five and under through utilization of the ARMC Breathmobile® Program through June 30, 2020 in conjunction with the Children and Families Commission’s First 5 Program (First 5), with no disruption to services, as the grant extension is effective July 1, 2019.  ARMC received Amendment No. 2 to Revenue Contract No. 17-608 for the continuation of grant funds for the First 5 Program on July 18, 2019, after this amendment was approved by the Children and Families Commission on July 10, 2019.

 

ARMC’s Breathmobile® Program has received grant funding support from Children and Families Commission’s First 5 Program since August of 2010. Ongoing Funding is contingent on ARMC’s Breathmobile® meeting the criteria set by First 5, and not through a formal grant application process. The management of asthma care and education to these children and families provides for the safety, health and social service needs of County residents, and pursues county goals and objectives by working with other governmental agencies.  This grant award and revenue contract also allows ARMC to operate in a fiscally-responsible and business-like manner by providing funding specific to operation of the ARMC Breathmobile®.

 

On June 27, 2017 (Item No. 5), the Board of Supervisors (Board) accepted the Children and Families Commission for San Bernardino County grant award of $222,038 for the Arrowhead Regional Medical Center Breathmobile® Program; approved Revenue Contract No. 17-608 with the Children and Families Commission for San Bernardino County in the amount of $222,038, effective July 1, 2017, through June 30, 2018; approved non-financial standard agreement template for the provision of the Arrowhead Regional Medical Center Breathmobile® Program at school and/or district sites effective upon date of execution through June 30, 2022; and authorized the Director of Arrowhead Regional Medical Center or Hospital Administrator to execute the standard agreement template with schools and/or school districts, for the period July 1, 2017 through June 30, 2022, on behalf of the County.

 

On June 26, 2018 (Item No. 12), the Board accepted the Children and Families Commission for San Bernardino County grant award of $222,038 for the Arrowhead Regional Medical Center Breathmobile® Program; and approved Amendment No. 1 to Revenue Contract No. 17-608 with the Children and Families Commission for San Bernardino County to increase the revenue contract amount by $222,038, from $222,038 to $444,076, and to extend the term for a new total period from July 1, 2017 through June 30, 2019, for the Arrowhead Regional Medical Center - Breathmobile® Program.

 

Amendment No. 2 to Revenue Contract No. 17-608 will increase the revenue contract amount by $222,038, from $444,076 to $666,114, revises the confidentiality and venue provisions, approves the amended work plan and budget, and extends the term an additional year for a new total period of July 1, 2017 through June 30, 2020.
