Recommendation
Approve Amendment No. 1, effective November 5, 2019, to Contract No. 17-248 with the San Bernardino County Superintendent of Schools for the provision of School Aged Treatment Services to students in their jurisdiction, updating standard contract language, increasing the total contract amount by $2,400,000, from $8,000,000 for an amount not to exceed $10,400,000, with no change to the contract period of July 1, 2017 through June 30, 2022.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The increase of $2,400,000 for School Aged Treatment Services (SATS) is funded by Medi-Cal Federal Financial Participation and San Bernardino County Superintendent of Schools (SBCSS). SBCSS will continue to provide the required agency match for services provided, that will increase by $400,000, from $223,520 to $623,520 annually, starting in 2019-20. SBCSS utilizes California Department of Education funds to pay the agency match and reimburses DBH on a quarterly basis. Adequate appropriation and revenue have been included the Department of Behavioral Health’s (DBH) 2019-20 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
As the Mental Health Plan for the County, DBH provides authorization and oversight for inpatient and outpatient specialty mental health services in the most cost effective manner possible. The contract with SBCSS for SATS provides a range of Early and Periodic Screening, Diagnostic and Treatment (EPSDT) specialty mental health services that are tailored to meet the needs of the students who are Medi-Cal beneficiaries and are not currently being served by the DBH network of providers. Services include assessment, crisis intervention, medication support, plan development, therapy, and case management. SBCSS has consistently provided these services to students in need with successful outcomes during annual program reviews and quality management audits. 2017-18 Child and Adolescent Needs and Strengths assessment scores indicate that youth completing this program showed significant improvements.
Since 2012, DBH and SBCSS have worked together to provide SATS to students at SBCSS Community Day School sites. This program has evolved by providing specialty mental health services on site at the schools, including the provision of services to eligible youth who are dually diagnosed with a mental health disorder and substance use disorder. Due to the success of the program, DBH is now expanding these services to additional school sites within SBCSS jurisdiction to serve additional eligible students that would benefit from the services provided by the SATS program. The recommended amendment to the contract with SBCSS will provide SATS to approximately 700 additional students, at an estimated cost of $3,433 per student.
PROCUREMENT
DBH does not procure for these school-based services (specialized service) because SBCSS provides services to students within their districts. Purchasing classifies these contracts as specialized services as the school districts provide services to students within their districts without utilizing any local dollars.
On May 2, 2017 (Item No. 19), the Board of Supervisors approved the non-competitive contract with SBCSS, to provide SATS program services to students in their jurisdiction, in an amount not to exceed $8,000,000, for the period of July 1, 2017, through June 30, 2022.
Amendment No. 2 will allow DBH and SBCSS to expand access to SATS for SBCSS students. DBH is recommending an increase for school-based specialty mental health in the amount of $2,400,000 for the remainder of the contract period. SBCSS’ utilization of the California Department of Education funds for the required match is allowable under the Code of Federal Regulations as a certified public expenditure.
