Recommendation
Approve Amendment No. 1 to Contract No. 18-146, effective November 5, 2019, with BrightView Landscaping Services, which increases the total contract amount by $15,300, from $976,368 to $991,668, in order to provide landscaping services for an additional 2.61 acres in front sections of Glen Helen Regional Park, with no change to the contract term of April 3, 2018 to March 30, 2021.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). Adequate appropriation for mowing, fertilization, and pest control for the additional 2.61 acres of green turf at the front sections of Glen Helen Regional Park has been included in the Regional Parks Department’s (Department) 2019-20 budget and will be included in future recommended budgets for the remainder of the contract term.

BACKGROUND INFORMATION
County Policy 11-04 requires Board of Supervisors (Board) approval for services in excess of $100,000. On April 3, 2018 (Item No. 35), the Board approved the contract agreement (Contract 18-146) between the Department and BrightView (Contractor) for landscaping and pest control services at Cucamonga-Guasti, Glen Helen, Mojave Narrows, Prado and Yucaipa Regional Parks.
The recommended Amendment No.1 will compensate Contractor for the additional cost to mow, fertilize, and provide pest control services to the newly renovated 2.61 acres of green turf in the front sections of Glen Helen Regional Park for the remainder of the contract term.
Approval of these recommendations align with the County and Chief Executive Officer Goal and Objective to Operate in Fiscally-Responsible.
PROCUREMENT
On November 8, 2017, the Department released a Request for Proposal (RFP) for mowing, fertilization, and pest control services for Cucamonga-Guasti, Glen Helen, Mojave Narrows, Prado and Yucaipa Regional Parks through the County’s Electronic Procurement System (ePro). After a competitive procurement process, it was concluded that BrightView was the most qualified contractor to provide the services outlined in the RFP. Therefore, no additional procurement activities are required.
