RECOMMENDATION(S)

Recommendation

1.                     Approve Grant Award Agreement No. 18-ESG-12339 with the State of California Department of Housing and Community Development to accept $293,078 to fund homeless services until May 12, 2021.

2.                     Designate the Chief Executive Officer or the Director of Community Development and Housing as authorized to execute and submit grant documents and subsequent non-substantive amendments or modifications that may be requested by the State of California Department of Housing and Community Development, subject to review by County Counsel, in relation to this grant agreement.

3.                     Direct the Chief Executive Officer or the Director of the Community Development and Housing Department to transmit all documents and amendments in relation to this grant agreement to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

Approval of this item will not result in the use of any Discretionary General Funding (Net County Cost).  Adequate appropriation and revenue have been included in the Community Development and Housing (CDH) 2019-20 Department Budget (Cost Center 6210002484). 

                     

BACKGROUND INFORMATION

The recommended action will allow CDH to accept the grant award made by the State of California Department of Housing and Community Development (HCD) to fund the State Emergency Solutions Grant (ESG) program.  On August 21, 2018, the Board of Supervisors adopted Resolution No. 2018-144, which authorized the submission of the grant application to the State ESG Program (Item No. 24).  In September 2019, the County’s grant application was approved by HCD and $293,078 in ESG funding was awarded.  At the time of application, the Community Development and Housing Department (CDH) indicated that if the County was successfully awarded funds, it would return to the Board to accept the grant. 

 

Upon acceptance of the grant, the State ESG funds will be used to provide homeless services to: 1) engage homeless individuals and families living on the street; 2) improve the number and quality of emergency shelters for homeless individuals and families; 3) help operate emergency shelters; 4) provide essential services to shelter residents; 5) rapidly re-house homeless individuals and families; and 6) prevent families/individuals from becoming homeless.  CDH will return to the Board in the future to award contract to selected subrecipients. 

 

The Department is requesting the Board of Supervisors to grant authority to the Chief Executive Officer and the CDH Director to execute grant documents and subsequent, non-substantive amendments or modifications to the grant agreement, related to the implementation and administration of the program, as dictated by the agreement.
