FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). It is anticipated that approval of this item will result in savings of approximately $50,000 per year to the Recorder's Electronic Recording Special Revenue Fund (3110002344).

BACKGROUND INFORMATION
On July 17, 2007 (Item No. 30) the Board of Supervisors (Board) authorized Joint Powers Agreement No. 07-719 creating a public entity known as the California Electronic Recording Transaction Network Authority (CERTNA) for the purpose of participating in an Electronic Recording Delivery System (ERDS). The ERDS modernized the County's recording function by allowing it to accept specific digitized records for recording from authorized submitters, such as title companies and lenders, under the authority of the Electronic Recording Delivery Act of 2004.

Kern and San Bernardino Counties were the first two agencies to participate in CERTNA and throughout the years, more northern California counties have joined. Electronic recording has become a robust function within Recorders' offices statewide and accordingly another ERDS system, like CERTNA, has been formed in southern California.
