Recommendation

Approve Amendment No. 1, effective December 18, 2019, to Contract No. 18-206, with San Diego State University Research Foundation to provide Social Worker Training for Children and Family Services Staff, updating contract language and increasing the total contract amount by $308,785, from $6,181,644 to $6,490,429, with no change to the total contract period of July 1, 2018 through June 30, 2021.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The increase to the contract in the amount of $308,785 will be funded through the Child Welfare Services Allocation, which is 50% Federal ($154,393) and 50% Realignment ($154,392). Adequate appropriation and revenue have been included in the Human Services Administrative Claim 2019-20 budget and will be included in the 2020-21 recommended budget. 

 

BACKGROUND INFORMATION

The recommended amendment increases funds to add Common Core Trainings (CCT) to the contract with San Diego State University Research Foundation (SDSURF) for Social Worker Training.  CCT is the standardized statewide training curriculum developed for California’s child welfare workers through a multiyear collaborative as mandated by the California Program Improvement Plan in response to a 2003 federal Child and Family Services Review. The purpose of CCT is to achieve consistency, equity, and excellence in child welfare through the application of the best evidence-based practices for child welfare workers serving the families and children who participate in California’s child welfare programs. Approximately 170 social workers are required to complete this training before June 30, 2021.

 

CCT is provided by SDSURF through its Public Child Welfare Training Academy (PCWTA). PCWTA is one of five training academies approved by the State of California for social workers and is the only State approved provider for the County of San Bernardino (County). PCWTA provides mandated and required child welfare training through an agreement with the State and the County Welfare Director’s Association. CFS has contracted with SDSURF to provide child welfare training under Board of Supervisors’ (Board) approved contracts since April 2013.

 

PROCUREMENT

On May 1, 2018 (Item No. 22), the Board approved non-competitive Contract No. 18-206 with SDSURF to provide Social Worker Training in the amount of $6,181,644 for the period of July 1, 2018 through June 30, 2021. The Purchasing Department concurred with the non-competitive justification due to SDSURF’s specialized credentials.
