RECOMMENDATION(S)

Recommendation

1.                     Approve two non-financial Entry Permit and Site License for Telecommunications Cable agreements authorizing Southern California Edison Company to enter the County-owned property at 8303 Haven Avenue in Rancho Cucamonga (a portion of Assessor’s Parcel Number [APN] 0208-353-04), and the County-owned property at 14455 Civic Drive in Victorville (APN 0396-181-03), for the period commencing with the execution of said Entry Permit and Site License for Telecommunications Cable agreements through January 28, 2029, to allow Southern California Edison Company access to existing fiber optic cables and telecommunication equipment for installation and on-going maintenance.  

2.                     Authorize the Chairman of the Board of Supervisors to execute two Entry Permit and Site License for Telecommunications Cable agreements at no cost.

3.                     Authorize the Director of the Real Estate Services Department to execute any other documents necessary to complete this transaction.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost).  The County will not receive revenue from the Southern California Edison Company (SCE) for the Entry Permit and Site License for a Telecommunications Cable (Permit). The County is paying SCE $4,165,500 through Master Service Agreement No. 19-55 for the period of January 29, 2019 through January 28, 2029 for the lease of SCE’s unused fiber optic cables to provide the County network connectivity at six identified core County locations.  Granting these two Permits will facilitate SCE’s ability to perform service requirements on its telecommunication facilities as set forth in the Master Service Agreement. 

 

BACKGROUND INFORMATION

The recommended actions will approve two Permits with SCE granting access to County-owned property at 8303 Haven Avenue in Rancho Cucamonga and 14455 Civic Drive in Victorville for the on-going installation and maintenance of SCE’s telecommunications equipment through the term of the Master Service Agreement.   

 

The County’s Information Services Department (ISD) has a project to improve the County’s wide area network (WAN) facilities (Project).  The Project involves using fiber optic cables no longer in use, commonly referred to as “dark fiber,” to connect the WAN’s backbone infrastructure.  This dark fiber can be configured in a redundant manner to provide for protection from outages and downtime.  In development of this Project, ISD identified SCE as the sole source of this dark fiber. 

 

On January 29, 2019 (Item No. 22), the Board of Supervisors (Board) approved a Master Service Agreement, Contract No. 19-55, with SCE for a ten-year lease of SCE’s dark fiber to connect the County’s WAN backbone infrastructure. 

 

In order to optimize WAN connectivity throughout the County, six “core” County locations were identified as essential sites.  SCE is able to access its telecommunication facilities at four of the six core County locations without need of entering the County sites; SCE does not have access to two County locations and requested a Permit for each site for that purpose. 

 

ISD requested the Real Estate Services Department (RESD) assist with processing the Permits to provide SCE access to both the Rancho Cucamonga and the Victorville locations to allow for installation and maintenance of SCE’s dark fiber facilities.  These Permits will run concurrently with the Master Service Agreement, terminating on January 28, 2029. 

 

Approval of this Item will approve Permits for SCE to access to County sites where access to SCE telecommunications equipment is not available.   This is necessary to complete ISD’s project to use SCE dark fiber to improve the County’s WAN connectivity.
