Approve Amendment No. 2 to Revenue Agreement (County Contract 18-29) with the State of California Department of Health Care Services (State Agreement No. 17-94153), effective upon execution of the Amendment by the State of California Department of Health Care Services, for the Substance Use Disorder Prevention and Treatment Block Grant services, updating contract language and increasing the Agreement amount by $244,083, from $31,542,434 to $31,786,517, with no change to the total contract period of July 1, 2017 through June 30, 2020.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The increase of $244,083 to the Revenue Agreement with the State of California Department of Health Care Services (DHCS) allows the Department of Behavioral Health (DBH) to be reimbursed by the Substance Abuse Prevention and Treatment Block Grant (SABG) for Substance Use Disorder (SUD) services provided to eligible clients.  Adequate appropriation and revenue have been included in DBH’s 2019-20 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

DBH is responsible for providing mental health and SUD services to San Bernardino County residents who are experiencing major mental illness and/or substance use disorders.  An integral part of the service delivery system consists of SUD services that include prevention, treatment, wellness and recovery.  DBH has provided SUD services through an intergovernmental agreement with DHCS since 1994.  In 2018-19, the DBH SUD comprehensive continuum of treatment programs provided 6,552 unduplicated clients SUD treatment. Of the clients treated, 23% had a co-occurring disorder and received concurrent mental health treatment. A total of 10,840 treatment episodes were provided which consisted of 634,889 service components at over 3.2 million service hours. The additional $244,083 will be used to increase existing services to an expanded population of clients.

 

SABG funds are utilized for the purpose of planning, carrying out and evaluating SABG authorized activities to prevent and treat substance use disorders in San Bernardino County.  In addition to providing countywide SUD treatment programs, Substance Abuse and Mental Health Services Administration requires that no less than 20% of SABG funds be spent on substance use primary prevention strategies. 

 

Prevention strategies are aimed at advocating for change in community standards and attitudes that shape individuals’ behaviors by focusing on assisting individuals in developing the knowledge, attitudes, and skills needed to change their behavior regarding alcohol and/or drug use.  DBH’s goal for prevention services is to prevent or reduce substance use and other behavioral health conditions among diverse youth, young adults, and other sub-groups at risk for developing substance use disorders.

 

On January 23, 2018 (Item No. 22), the Board of Supervisors (Board) approved the Revenue Agreement with DHCS for SABG funded SUD services, in the amount of $31,101,897, for the period of July 1, 2017 through June 30, 2020.

 

On January 8, 2019 (Item No. 9), the Board approved Amendment No. 1 to the Revenue Agreement with DHCS for SABG funded SUD services, updating contract language and increasing the contract by $440,537, from $31,101,897 to $31,542,434, with no change to the contract period of July 1, 2017 through June 30, 2020

 

On October 29, 2019, DBH received the amendment to the Revenue Agreement from DHCS.  The item is being presented at this time, as this is the first date available following the required operational, fiscal, and legal reviews.  Once approved by the Board, the amendment to the Revenue Agreement will be effective upon full execution by DHCS.
