RECOMMENDATION(S)

Recommendation

Approve Amendment No. 3, effective March 1, 2020, to Contract No. 17-301 with Divine Truth Unity Fellowship Church, to provide support staff to the Inland Empire HIV Planning Council, increasing the contract amount by $200,000 from $550,000 to $750,000, and extending the term an additional year, for the total contract period of June 1, 2017 through February 28, 2021.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The increase of $200,000 will be funded using the Ryan White HIV/AIDS Emergency Relief Grant (Ryan White Part A).  Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2019-20 budget and will be included in the 2020-21 recommended budget.

 

BACKGROUND INFORMATION

The Inland Empire HIV Planning Council (IEHPC), founded in 1994, is a federally mandated planning body appointed by the County of San Bernardino Board of Supervisors (Board).  In order to meet its mandates, the IEHPC receives a portion of Ryan White Part A administrative funds to provide for staff support. Staff support includes facilitating communication among IEHPC membership, coordinating meetings, agendas, meeting spaces and all related needs.  Staff support is also responsible for any administrative work related to IEHPC mandates such as procuring consultants to conduct needs assessments and other special projects.  Under the terms of the recommended amendment, DPH will exercise its option to extend the contract for one additional year, through February 28, 2021, to continue to provide the staff support necessary for the IEHPC. 

 

The IEHPC is mandated by Ryan White Program legislation to set service priorities and resource allocations within the Riverside/San Bernardino, California Transitional Grant Area.  These allocations form the basis of the annual request for funding that is developed by DPH, as the designee for San Bernardino County, the Grantee of record.  Participation by community members and other stakeholders is an integral part of the planning process for Ryan White HIV/AIDS Treatment Modernization Act Part A programs. 

 

PROCUREMENT

On May 23, 2017 (Item 85), the Board approved Contract No. 17-301 with Divine Truth Unity Fellowship Church, to provide support staff services for the IEHPC, which included four one-year options to extend the contract upon mutual agreement of the parties.  On April 3, 2018 (Item 27), Amendment No. 1 was approved to extend and align the contract period with the grant funding cycle, and increase the total contract amount by $150,000, from $200,000 to $350,000, for the contact period of June 1, 2017 through February 28, 2019.  On January 8, 2019 (Item 24), Amendment No. 2 was approved increasing the contract amount by $200,000, from $350,000 to $550,000, and extending the term for the period of June 1, 2017 through February 29, 2020.
