RECOMMENDATION(S)

Recommendation

Acting as the governing body of County Service Area 20 (Joshua Tree):

1.                     Approve Addendum No. 1 to the bid documents, issued on November 13, 2019, to add and include the latest federal prevailing wage modifications to the bid package.

2.                     Award a construction contract to W.M. Kanayan Construction Inc. in the amount of $320,760 for the Desert View Conservation Area Project (Project).

3.                     Authorize the Director or Interim Director of the Special Districts Department to order any necessary changes or additions to the work performed under the contract for a total amount not to exceed $28,538 pursuant to Public Contract Code section 20142.

4.                     Authorize the Director or Interim Director of the Special Districts Department to accept the work when 100% complete and execute and file the Notice of Completion.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).

 

The Project, which includes the cost of this recommended construction contract, is funded by two grants obtained by County Service Area 20 (Joshua Tree) (District). A Federal Land and Water Conservation Fund (LWCF) grant administered by the State of California Department of Parks and Recreation (State) provides $200,000 under a funding agreement approved by the Board of Supervisors (Board) on November 17, 2015 (Item No. 57) and the State Habitat Conservation Fund (HCF) provides a matching $200,000 grant under a funding agreement approved by the Board on September 1, 2015 (Item No. 44).  Appropriation and grant revenue for the Project are included in the District’s 2019-20 Capital Improvement Program budget (Fund: 3512 and WBSE: 30.30.0013).

 

Approval of this item will not result in a net increase in ongoing costs for the District.  This is because the cost to maintain the proposed new restroom facility and trails will be offset through the installation of lockable vehicle gates and controlled access points that will produce a cost savings in patrolling the area and keeping it free from overnight illegal campers or vandalism.

 

 

 

 

BACKGROUND INFORMATION

The Desert View Conservation Area (DVCA) is comprised of approximately 605 acres of mostly undisturbed habitat located south of State Highway 62 in Joshua Tree.  The Project provides for development of a designated parking area, restroom, main informational kiosk, and two complimenting trail routes in the natural open space area of the DVCA with signage. The planned improvements are designed to enhance both outdoor educational and recreational opportunities for the local community and visitors, while protecting the wildlife area. The informational kiosk will be placed at a trailhead nearest to the new designated parking and will educate the public on the natural resources of the area, creating an interactive experience within the Joshua Tree woodland and creosote plant communities. 

 

On June 2, 2015 (Item No. 88), the Board of Supervisors (Board) adopted the Mitigated Negative Declaration for the Project in compliance with the California Environmental Quality Act.

 

PROCUREMENT

On October 22, 2019 (Item No. 47), the Board approved the Project’s plans and specifications and authorized the advertisement for competitive solicitation of bids.  The Project was advertised in the Desert-Star Newspaper, required plan rooms, and in the County’s Electronic Procurement Network (ePro) as BID No. SPD120-SPDAD-3600.

 

Addendum No. 1 to the bid documents was issued on November 13, 2019 to add and include a modification made by the Federal Government to the federal prevailing wage guidelines during the bid process, and incorporate the same into the bid documents.  

 

A mandatory pre-bid meeting was held on November 14, 2019, with 8 contractors in attendance. On November 21, 2019, four bids were received as follows:

The Special Districts Department reviewed the bids and recommends award of construction contract to W.M. Kanayan Construction Inc. as the lowest responsive and responsible bidder.  The Project is consistent with County Administrative Office approved CIP Request No. 30.30.0013.  No protests were received during the bid protest period.
