RECOMMENDATION(S)

Recommendation

1.                     Find that the Countywide PSD Improvement Projects - Rancho Cucamonga Modular Project (Project No. 10.10.0492) is exempt under the California Environmental Quality Act (CEQA) Guidelines, Section 15301 (e)(2)(B) - Existing Facilities.

2.                     Approve the plans and specifications, and authorize the Deputy Director of the Real Estate Services Department - Project Management Division to advertise for competitive bids for the Countywide Preschool Services Department Improvement Projects - Rancho Cucamonga Modular Project (Project No. 10.10.0492) located at 9324 San Bernardino Rd, Rancho Cucamonga, CA 91730.

3.                     Approve a $300,000 increase in the project budget, from $290,000 to $590,000, for the Countywide Pre-School Services Department Improvement Projects - Rancho Cucamonga Modular Project (Project No. 10.10.0492).

4.                     Authorize the Auditor-Controller/Treasure/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact Section. (Four votes required).

5.                     Direct the Clerk of the Board to file and post Notice of Exemption for the Project as required under CEQA.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  The current project budget is $290,000.  Upon approval, the Preschool Services Department (PSD) will transfer an additional $300,000 to the Countywide PSD Improvement Projects - Rancho Cucamonga Modular Project (Project), increasing the total budget from $290,000 to a revised Project Budget of $590,000.  Sufficient appropriation and revenue is included in PSD 2019-20 budget for this increase.

BACKGROUND INFORMATION

Approval of this item will allow the Real Estate Services Department - Project Management Division (RESD-PMD) to solicit competitive bids for Rancho Cucamonga Modular Project located in Rancho Cucamonga.  The project will provide a 648 square foot modular building for office and restroom uses. The new building will provide disabled access, which is lacking in the rest of the facility. The Project scope will include updated disabled parking and path of travel to the new building for County Preschool services on existing Housing Authority property.

 

This Project will increase County Preschool Services’ capacity to provide services and improve the well-being of children, aligning with research which suggests having high quality, full school day and full school year care is particularly important for low-income children to succeed in kindergarten and beyond. The Administration for Children and Family Services (CFS) and Office of Head Start is working to expand the number of children who participate in longer duration school year program schedules. Extending the duration of Head Start Program services also enables greater alignment to full school day and full school year kindergarten, therefore allowing the County of San Bernardino to operate in a Fiscally Responsible and Business-Like Manner and provide for the Safety, Health and Social Service Needs of County Residents. 

 

 

The City of Rancho Cucamonga (City) conducted the environmental review and determined that the Project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) and the City’s CEQA Guidelines.  The Project qualifies as a Class 1 exemption under CEQA Guidelines, Section 15301 - Existing Facilities, which covers additions to existing structures up to 10,000 square feet in areas that are not environmentally sensitive.  The City prepared its CEQA Exemption Letter on July 11, 2019. 

 

RESD-PMD independently evaluated the Project and the City’s environmental review, and concurs with the determination.  RESD-PMD has prepared a Notice of Exemption to reflect this determination, and recommends the same be filed and posted by the Clerk of the Board. 

 

This Project is consistent with County Administrative Office approved CIP Request No. 18-136.

 

PROCUREMENT

RESD-PMD will advertise the Project for competitive bids on December 20, 2019.  A Mandatory Pre-Bid Meeting for prospective bidders is scheduled for January 7, 2020, at 11:30 a.m. at Rancho Cucamonga Modular located at 9324 San Bernardino Rd, Rancho Cucamonga, CA 91730.  The bid opening for the Project is scheduled for February 5, 2020, at 10:00 a.m. at RESD-PMD.

 

Pursuant to California Public Contract Code sections 22032 and 22039, the Board shall adopt plans, specifications, and working details for public projects exceeding $200,000. Plans and specifications are on file with the Clerk of the Board.
