RECOMMENDATION(S)

Recommendation

Acting as the governing body of the San Bernardino County Fire Protection District (SBCFPD):

1.                     Declare the following vehicles as surplus property that no longer meet the needs of SBCFPD:

a.                     1990 Pierce Lance Rescue Engine (Equipment No. 99861/VIN 4P1CT02E6LA000538), which is fully depreciated and has no value due to its age.

b.                     1980 Mack Water Tender (Equipment No. 193281/VIN MR686501252), which is fully depreciated and has no value due to its age.

c.                     2000 International Fire Truck (Equipment No. 018378/VIN 1HTSDADR11H293716), which is fully depreciated and has an estimated value of approximately $3,000.

2.                     Approve a no cost agreement with Fontana Rotary Club for transfer of the surplus rescue engine, water tender, and fire truck, as referenced in Recommendation No. 1, in consideration of SBCFPD receiving a full release of liability upon transfer of title.  

3.                     Authorize the Director of the Fleet Management Department to execute all necessary documentation for transfer of title of the surplus vehicles identified in Recommendation No. 1 to Fontana Rotary Club.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost) as there are no costs involved with the transfer of SBCFPD surplus vehicles to Fontana Rotary Club. 

 

BACKGROUND INFORMATION

SBCFPD is recommending that the Board of Directors declare the three subject vehicles as surplus and approve an agreement for transfer of such vehicles to Fontana Rotary Club, at no cost, in consideration of Fontana Rotary Club providing a full release of liability. SBCFPD has worked with Fontana Rotary Club in the past to transfer surplus vehicles, which Fontana Rotary Club has then transferred to public entities with a need for the vehicles.

 

In relation to this item, Fontana Rotary Club intends to transfer two vehicles to the San Felipe Fire Department (San Felipe Fire) in Baja Mexico and the other vehicle to the Public Service Academy of Highland High School in Los Angeles County.  All three of these vehicles have been out-of-service for some time. The County Purchasing Department has reviewed the agreement and believes this exchange is at least equal consideration.   

 

 

San Felipe Fire is the primary rescue and recovery response agency responsible for approximately 200 miles of Federal highway in Baja Mexico.  Only 35 percent of the community has access to a workable hydrant system.  Fire units and volunteer private companies must carry water when needed for the other 65 percent of the community.

 

On May 3, 2019, SBCFPD received a request from San Felipe Fire for rescue equipment, particularly a water tender engine and a rescue engine. The two units recommended for surplus and transfer cannot be used in California without a significant cost to upgrade the engine and emissions systems due to South Coast Air Quality Management District (SCAQMD) regulations. Both vehicles are fully depreciated and do not have a current appraised value due to their age.

 

Public Service Academy of Highland High School, which is a local public school that focuses on public service, particularly fire and safety, recently requested the transfer of a fire engine or truck to be used as part of the training curriculum for their students.  The fire truck recommended by SBCFPD for surplus and transfer will help prepare the students for a future career in public service in a fire department or first response agency.  Although this vehicle has an estimated value of approximately $3,000, it no longer meets the needs of SBCFPD. 

 

For the above reasons, SBCFPD recommends transfer of the water tender, rescue engine and fire truck to the Fontana Rotary Club, who will release SBCFPD of all liability and facilitate transfer to San Felipe Fire and the Public Service Academy of Highland High School.

 

The transfer of title for these vehicles will be coordinated with the Purchasing Department and Fleet Management Department.
