RECOMMENDATION(S)

Recommendation

1.                     Approve Amendment No. 1 to Grant Award No. 19-471 with the California Office of Emergency Services (Cal OES) for the 2018 Paul Coverdell Forensic Science Improvement Program, extending the performance period by three months, for a new award period of January 1, 2019 through March 31, 2020, with no change to the total award amount of $77,685 to provide training for the Sheriff/Coroner/Public Administrator Crime Lab personnel.

2.                     Ratify action by the Chief Executive Officer (CEO) to execute the amendment on behalf of the County, to comply with Cal OES requirements.

3.                     Direct the CEO to transmit the amendment to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The grant amendment will extend the performance period by three months, to March 31, 2020, for the 2018 Paul Coverdell Forensic Science Improvement Program for Sheriff/Coroner/Public Administrator (Department), without any changes to the original award amount of $77,685.

 

BACKGROUND INFORMATION

On July 9, 2019 (Item No. 42), the Board of Supervisors (Board) approved grant award (19-471) in the amount of $77,685 for the 2018 Paul Coverdell Forensic Science Improvement Program from the California Office of Emergency Services (Cal OES). This grant award provides funding for tuition, transportation, meals and lodging for Crime Lab personnel to attend training in six specific disciplines from January 1, 2019 through December 31, 2019.

 

On November 20, 2019, the Department received notification from Cal OES of the no-cost, end-date extension for the 2018 Paul Coverdell Forensic Science Improvement Grant, with a due date to return a fully executed amendment by no later than November 27, 2019. Because of the timing of the request, as well as the due date to return the required documentation, the CEO signed the grant extension (Form 2-213) on November 26, 2019 before the request could be presented to the Board for approval. This item recommends that the Board ratify the CEO’s approval of Cal OES Form 2-213 to extend the performance period of the 2018 Paul Coverdell Forensic Science Improvement Program by three months. Approval of this item will allow the Department additional time to utilize the funds.
