RECOMMENDATION(S)

Recommendation

1.                     Determine the order of appointment of the five identified non-tenant commissioners to the Board of Commissioners for the Housing Authority of the County of San Bernardino.

2.                     Appoint the following individuals to serve as the non-tenant commissioners, effective January 6, 2020:

a.                     Robert Tarango (1st District, Seat 1)

b.                     Tim Johnson (2nd District, Seat 2)

c.                     Ciriaco Pinedo (3rd District, Seat 3)

d.                     Beau Cooper (4th District, Seat 4)

e.                     Cassie MacDuff (5th District, Seat 5)

3.                     Appoint the following individuals to serve as the tenant commissioners for two year terms, effective January 6, 2020:

a.                     Jessie Munoz

b.                     Sylvia Miller

4.                     Request the Board of Commissioners consider the following for inclusion in the Bylaws for the Board of Commissioners for the Housing Authority of the County of San Bernardino:

a.                     An annual joint meeting of the Board of Supervisors of the County of San Bernardino and the Board of Commissioners for the Housing Authority of the County of San Bernardino.

b.                     The Housing Authority of the County of San Bernardino agrees to continue its long standing and successful partnerships with various County of San Bernardino departments, to ensure the best outcomes for its mutual customers.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  There is an approved Cooperative Agreement between the Housing Authority of the County of San Bernardino (HACSB) and County of San Bernardino Community Development and Housing Agency (CDHA) in the amount of $120,000 per year for CDHA to provide operation, programmatic and administrative support, which will be terminated effective January 6, 2020.  The loss in funding will not adversely affect the operations within CDHA as funding exists within the CDHA program to support the expenditures that were previously funded by the revenue associated with the Cooperative Agreement.

 

BACKGROUND INFORMATION

On October 22, 2019, (Item No. 15), the Board of Supervisors adopted a Resolution reorganizing the HACSB governance structure to a Board of Supervisors’ appointed seven member Board of Commissioners that includes five non-tenant commissioners and two tenant commissioners.  The reorganized governing structure will take effect on January 6, 2020.

 

Under California Health and Safety Code section 34272(a), the terms of the non-tenant commissioners are staggered.  The first three non-tenant commissioners appointed shall be designated to serve for terms of one, two, and three years, respectively, from the date of their appointment.  The other two non-tenant commissioners shall be designated to serve for terms of four years.  The order in which the identified non-tenant commissioners are appointed will determine the length of the term they serve.  The two tenant commissioners are appointed to two year terms. 

 

The Board of Commissioners will adopt Bylaws for the HACSB.  The Board of Supervisors requests that the Board of Commissioners include in the Bylaws an annual meeting between the two Boards and a commitment to the continuation of the long term partnerships between HACSB and various County Departments.
