BACKGROUND INFORMATION
California has been a leader in efforts to reduce emissions of greenhouse gases (GHGs) through ambitious legislation, policies and regulations. Electrical generating facilities, businesses and homes rely on a diverse and flexible portfolio of energy sources, including wind, solar, natural gas and hydroelectricity. Currently, the Legislature and regulatory agencies are proposing legislation and regulations that have the potential to eliminate the choice of energy by mandating technologies, including full electrification, to power buildings and public and private fleets, including transit, as a strategy to achieve the state's climate goals.

Maintaining local control over energy choice is critical to ensure a flexible, reliable and affordable supply that best serves the needs of our residents and businesses. Relying on a single energy delivery system increases vulnerability and increases costs.
