RECOMMENDATION(S)

Recommendation

Acting as the governing body of the San Bernardino County Fire Protection District (SBCFPD), approve a revenue contract, in the form of a Purchase Order issued by the Inland Empire Resource Conservation District, in the amount of $20,000 for SBCFPD to provide no-cost chipping services to the public at one-day “Chipper Days” events occurring in several communities within the County for the period of March 10, 2020 through March 9, 2022.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost).  There is no net financial impact from this Purchase Order since SBCFPD will be compensated up to $20,000, as reflected in the following table, from the Inland Empire Resource Conservation District (IERCD) for costs associated with providing chipping services at one-day “Chipper Days” events.

BACKGROUND INFORMATION

“Chipper Days” are events in which several organizations collaborate to provide chipper services throughout the community.  These events assist in brush removal, hazard abatement compliance, and establishing defensible space in various communities.  In the past, SBCFPD has collaborated with IERCD to provide hand crews to assist in the “Chipper Days” events.  Both agencies have a desire to continue this arrangement.

 

In accordance with the recommended Purchase Order, SBCFPD will receive funds from IERCD for its costs of providing chipping services to the public at one-day “Chipper Days” events.  The Purchase Order includes a non-standard reciprocal mutual indemnification provision and requires SBCFPD to provide evidence satisfactory to IERCD of self-insurance coverage meeting certain minimum requirements.  Since SBCFPD is providing the chipping services, the SBCFPD mutual indemnification and insurance obligations are appropriate.  

 

SBCFPD’s involvement in “Chipper Days” events will promote the mission of the County’s Vision4Safety by providing the opportunity to help create a safer community by assisting residents in the cleaning up of their communities, thus reducing the material that fuels wildfires. This opportunity is made possible through SBCFPD collaborating with IERCD to provide this service for the community.  The Purchase Order has a term of March 10, 2020 through March 9, 2022; however, SBCFPD has not taken any action under the Purchase Order pending the Board of Directors’ consideration and approval.  The Purchase Order may be terminated in whole or in part with 10 days’ notice.
